The Queenstown Commissioners met on September 10, 2025 at 4:00 PM. Public Works reported problems with MMBR membranes (short life, ragging/splitting); the supplier will review M+H inspection reports and visit the site; a failing NC HVAC unit was repaired and a replacement recommendation (two wall-mounted 2.5-ton ductless units) was offered. The Planning Commission recommended a zoning ordinance amendment to comply with the Brighter Tomorrow Act and adopt Solar APP+; an ordinance draft was prepared for review. The Town Clerk reported fund balances (General $131,966.67; W/S $44,179.90; ARPA $592,185.81), the August 13, 2025 minutes were approved (3-0), and a second rubber speed bump on Comegys Lane will be installed. The Water Tank & Infrastructure Project discussion covered developer funding options from Richmond American: a reimbursement amount of $4,031,700 versus the developer quote of $5,310,000 (too high), a reduced scope quote of $1,675,500 as a possible alternative, or the town managing work via escrow with $4,031,700 funded upfront. The Federal Channel dredging project will be on public notice 9/15–10/15; the town has $1.5M in dredging grants and the manager is working on a new DNR grant application. Other notes: the I&I project is awaiting a contractor start date, solar was removed from the agenda, and the manager has contacted an electrician to evaluate power for possible cameras/lights at plant/ramp areas; the meeting adjourned at 4:52 PM (3-0).
