This is the December 13, 2023 Town Commissioners regular meeting. Commissioners approved moving forward with the WWTP membrane cleaning valve automation project after engineers reported a single electrical bid from Lywood (listed as $l 5042.80) was received and that the change would reduce the total project cost by about $14,000 compared to earlier bids; Finance Chair Pat Bowell said ARPA funds can be used for WWTP upgrades while the planned I&I project can be funded from the General Fund. Updates included work with Comcast on town infrastructure plans (Talkie plans incomplete), public works activity at the boat ramp and docks (millings spread, parking striped, bench reinstalled, soccer goals to be installed, two bollard posts estimated $500–$800 with $3,407 remaining in a DNR grant to possibly cover costs), and the Susquehanna contract due to auto-renew in March pending an addendum. The Planning Commission recommended a zoning text amendment to permit recreational cannabis in certain zones and commissioners agreed to allow retail in HC zones on the north side of US 301; Town Attorney Ryan noted that without defined restrictions the use would be effectively unrestricted. Financials reported: General Fund $368,428.46, W-S Fund $57,818.77, ARPA Fund $642,221.98; minutes from November 15 (regular and closed) were approved, the attorney is preparing an RFP for the Water Line Lead Inventory (initial inventory due October 2024), and the meeting adjourned at 6:52 pm.
