Town Commissioners — 2024-03-12

Minutes of the Queenstown Town Commissioners regular meeting on March 12, 2024, attended by President Al Hardee, Commissioners Tom Willis and Bryon Callahan, Town Manager Amy Moore, and Town Attorney Lyndsey Ryan. Public Works reported the wastewater plant tank was pumped due to high mixed liquor and discussed options to pump out ~18,000 gallons so valves in the parking lot can be replaced (estimated $4–5K) or use a temporary Rain for Rent tank; Greg Smith will provide updates. The Planning Commission proposed a text amendment to allow cannabis enterprises in HC, RC, and I zones with conditions (state license, located south of US 301, 500-foot buffer from specified uses) and recommended allowing special exceptions (via the Board of Appeals) in HC; they also recommended amending the zoning ordinance to permit a day/resource center for Haven Ministries at Shore Christian Fellowship as a special exception, and the matter was tabled for further discussion. Infrastructure notes: I&I project and new water tower had no updates, membrane clean/valve automation work has begun, and the Lead Service Line Inventory consultant Rauch revised the cost from $205,985 to $129,345 with the town attorney requesting a revised damages/recovery clause; marine work is awaiting Bayland’s final dredging report and the County has applied for FY'25 federal funding via Senator Cardin. Other items: Safety & Speeding Task Force may move to as-needed, bench replacement planned, code enforcement issued letters for untagged vehicles and trash, Easter Egg Hunt set for March 23 (rain date March 24), fund balances were reported (General $28,751.41; WS $69,383.88; ARPA $642,330.92), and Queenstown will host a COG meeting on March 13 and is arranging a meeting with QAC Economic/Tourism for April.
