Town Commissioners — 2023-04-26

The Queenstown Commissioners met April 26, 2023. A public hearing was held for Ordinance 23-01 (repeal/replace the Town procurement policy); there were no public comments and the hearing was closed. Resident Travis Palmer requested replacing a rubber speed bump on Charity Lane with a permanent asphalt bump; the Commissioners referred speeding issues to a newly formed Street Safety and Speeding Task Force for study and recommendations. Public Works reported commercial water meter replacement chambers are needed because sealed 10-year batteries are failing (current lead time ~23 weeks) and authorized purchasing an extra unit; the plant operator said the Town will not qualify for the BNR grant this year due to a phosphorus exceedance in June 2022. Finance reported the Town will receive $163,000 from the County (and coverage for 2023 fireworks costs) and reminded that HUR funds need designation by June; the Clerk reported fund balances (General $279,036.23; Water-Sewer $14,029.47; ARPA $685,717.60). The Manager presented Town Office repair bids (low bid LBS $6,960 accepted pending confirmation), noted the Sheriff supplied a speed trailer and assigned a deputy three times per week for four-hour blocks for enforcement, raised dumpster misuse at the docks (signage/cameras possible), and staff moved to send bid packages for the Old Wharf I&I project (engineer estimate ~ $600,000) while beginning outreach for new water line easements and awaiting the Wall Street water line start date.
