Town Commissioners — 2022-09-28

The Queenstown Commissioners met Sept. 28, 2022. The Activities Committee proposed a children-and-pets Halloween parade for Oct. 29 with an estimated $200 budget; Commissioners asked for a detailed budget. Public Works set Thompson Ave “no parking” sign locations, agreed Lacrosse may build overflow parking and will install signs once parking is completed, reported membrane inspection is fine, asked staff to confirm confined-space equipment needs with Operator George Smith, and noted 2nd Ave dock outlets need electrical work (R&D Electric contacted). Finance Chair Pat Bowell is completing the HUR report (current HUR allocation $540,674) and noted HUR spending rules and an almost-complete audit; town account balances were reported (General $144,277.25; W/S $131,174.52; ARPA $685,273.51). Manager updates included adoption of Resolution 22-102 (updated personnel manual), a requested meeting about the Dudley property, discussion of QVFD forest conservation credit vs. fee-in-lieu (0.38 acres requirement), T-Mobile antenna work on hold, and a tentative informational meeting on 10/27 (and later public hearing) about the Baker rubble landfill vertical expansion. Old-business items: Water Tower RFP advertised, Old Wharf Lane stormwater plans redrawn with an updated cost of about $45,000 (Pat Bowell to check HUR eligibility), and Wall St. water line replacement scope/map ready with bid documents to be prepared; seven resident comments were received about adding a pier to the boat ramp.
