Town Commissioners — 2021-11-17

The Queenstown Commissioners met November 17, 2021 with President Al Hardee, Commissioners Bryon Callahan and Tom Willis, Town Manager Amy Moore and Town Attorney Lyndsey Ryan. A public hearing was held on Ordinance No. 21-07 (amending zoning definitions and permitting storage/parking of one recreational vehicle subject to setbacks/size requirements); two residents spoke in support, one raised a street-parking concern, and the hearing was closed by motion (vote 3-0). Public Works reported the stormwater pond at QT Village was cleaned and put on an annual maintenance plan, a Main Street water leak was repaired and hydrant valves will be exercised, ditches behind the town office will be cleaned after the new year, code enforcement followed up on an overgrown-grass buffer, courthouse repairs will be pursued (noting a $7K CD for that purpose), and an anonymous boat/trailer parking complaint was forwarded to Code Enforcement; MDE water-appropriations renewal was found to be an MDE oversight. The Town Clerk presented treasurer/finance figures (General Fund - $79,825.60; Water/Sewer Fund - 5279.504.49; American Recovery Protection Act (ARPA) Fund - 5342,387.99) and minutes for October 27 and November 9 were approved (each vote 3-0). In old business, Bob Rauch will draft specs/bid documents for Old Wharf Lane (to use ARPA funds), interim financing paperwork for the Water Tower & Infrastructure project was presented for signature, Wheatland’s Forest Conservation Plan remains under review and impact-study/DRRA drafting is in progress, a Notice of Award was issued to Big Island Ventures for boat-ramp work, and a dredging contract for the town dock was approved for signature contingent upon the town attorney’s review (vote 3-0). The Town Manager requested a brief closed session at the end of the meeting to discuss a possible property acquisition for public purpose and a personnel matter, and the agenda included discussion of forming an Activities Committee as new business.
