Public hearings were held for Ordinance 21-04 (amending the Critical Area Overlay District) and Ordinance 21-05 (revising development standards for the QRD Resort and CS Countryside districts and updating height/area/bulk requirements); no public comments were received and the hearings were closed by a 3-0 vote. In the regular meeting the commission heard from Suez about four options for the Wall Street water tower (including full renovation with or without an ongoing maintenance plan); Town Attorney Ryan said American Rescue Plan (ARA) funds could likely pay for restoration but not ongoing maintenance and noted potential issues with AT&T equipment contracts. Other public works topics included a revised proposal for Wall Street water line work (paving to qualify for ARA funding and work to be bid), Pave Master honoring prior pricing for Harbor Lane, drainage complaints at 700 Del Rhodes with stormwater plans submitted, preliminary WWTP control room plans with a $22,000–$28,000 estimate to go to bid, a proposal to develop standards and notification procedures for water/sewer connections, an environmental design proposal for Old Wharf drainage (estimated $10,000), and updated EDU calculations for a cottage project with an invoice for a 40% deposit. Additional items: Di Quynn-Reno requested an October 23 town yard sale with $10 spaces and town advertising/payment assistance; Waterman’s fiscal impact study for Wheatlands (6–8 week projection) is pending; a possibly rabid raccoon near the boardwalk was removed and a hotline will be posted.
