This is the minutes of a Queenstown Commissioners special work session on April 19, 2021. Commissioners directed the Town Attorney to begin drafting a Developers Rights and Responsibilities Agreement (DRRA) for the Wheatlands project and to contact the developer’s attorney to request an impact-fee study, with the Public Works Agreement (PWA) to follow after subdivision; the attorney is awaiting USDA information on loan payment timing. They set a boat slip lease rule requiring the renter’s boat to occupy the slip at least four months per year and added a clause reserving the town’s right to amend rules during a lease; ramp use will be limited to town property owners with larger “permitted facility only” signage, flyers placed on vehicles without permits through June 1 and towing thereafter, and a sunken skiff at the sewer plant must be removed by its owner. The Commission raised concerns about many property maintenance violations and slow response by the current code enforcer (MDIA), agreed codes should be enforced equally and possibly updated, and tabled further action so Commissioner Callahan can consult the County code officer. They approved payment of an invoice for Main Street leak-locating work though the source remains unknown, agreed to pursue an on‑call plumbing agreement via RFQ and to install a water meter at the Town Office while pausing further leak searches until drier weather. The Clerk and Town Manager will return to the office full time on April 26, 2021 for COVID-related staffing, the group discussed potential street paving and speed-bump locations, and they held a closed session on personnel matters.
