This record is minutes of a March 10, 2021 Queenstown Commissioners work session focused on agreements for the Wheatlands development. Town Attorney Lyndsey Ryan said a Developers Rights and Responsibility Agreement (DRRA) is largely unnecessary because the annexation agreement already covers many items, but a Public Works Agreement (PWA) should be drafted to set responsibility for roads, water/sewer, open space and other infrastructure. Commissioners agreed the Town should own development roadways while a homeowners association (HOA) should maintain open space and residential areas; the Town will provide basic services (roads, water/sewer, trash) and the HOA may provide additional amenities, with discussion of a Town-owned equipment parcel and possible extra contributions to the Queenstown Volunteer Fire Department. The annexation agreement allows the Town to require a developer-funded impact study to set any per-unit impact fees, and the Commissioners agreed to begin drafting the PWA pending a follow-up meeting with Barry Waterman. Other business: Commissioners will consider a basement office-lease request from Travis Palmer after getting more information and tenant input, approved increasing Town Office gutter repairs to $1,350, and agreed to put out bids for the boat ramp/dock projects (with possible coordination with dredging and revised parking plans).
