Town Commissioners — 2019-12-18

This record is the Queenstown Town Commissioners meeting on December 18, 2019. Commissioners Al Hardee and Holger Schuster, Administrative Assistant Aaron Horney, and Town Attorney Lyndsay Ryan attended; President Thomas Willis Jr. and Town Manager/Clerk Amy Moore were absent. Public hearings were held on four zoning ordinances (19-06 through 19-09) covering accessory structure height in R‑1/R‑2 districts, removing the newspaper notice requirement for Planning Commission hearings, building permit expiration/renewal rules, and permitting/regulation of facilities (including small cell wireless) in sidewalks and the town right-of-way; these ordinances were listed as eligible for adoption. During public comment Pat Bowell questioned language in Ord. 19-08 about “detracting of value of surrounding properties”; the zoning administrator was identified as the official to determine diminished value, Bowell and Commissioner Hardee asked that the wording be removed, and the town attorney said that language could be stricken and the ordinance passed; the hearings were adjourned at 7:13 p.m. with a 2-0 vote. Public Works reported correspondence from White Marsh and manufacturer Ovivo about WWTP membrane issues and recommended addressing I&I concerns; Ryan and Commissioner Schuster will schedule a meeting with White Marsh; the new dump truck body was installed (old body sold for scrap), and new Public Works employee Bryan Miller started Dec. 2.
