This record is of a Queenstown Commissioners special meeting on September 11, 2018 to act on USDA funding for a proposed new water tower and related infrastructure. USDA offered $1,828,000 in loan funds and $1,358,000 in grants; the Commissioners unanimously authorized President Thomas B. Willis, Jr. to sign the Request for Obligation of Funds, the Letter of Intent to Meet Conditions, the Water Grant Agreement with RUS, and the Loan Resolution. Attorney Brynja Booth noted the Town is not obligated to accept the funding and can de-obligate before starting the project, can seek developer contributions to cover the loan portion, and can pursue additional MDE grants; the need for interim financing and a future rate study were also discussed. The Wheatlands property and potential mixed-use development (with ideas such as tax abatements, industrial use, or an HOA if residential) was raised and Mr. Waterman will attend a future meeting to discuss further; executed documents will be FedExed to Terry Fearins at USDA.
