Town Commissioners — 2017-10-25

This is the October 25, 2017 Queenstown Commissioners meeting. The Commissioners began with a closed session (personnel and legal advice) and held a public hearing on two draft ordinances: Ordinance 17-05 to create a Residential Rental Housing License and Inspection program, and Ordinance 17-07 to add Short Term Rentals standards. Members of the public questioned definitions, inspection frequency, insurance requirements, and whether water/sewer/taxes must be current; the Town Attorney clarified that 17-05 covers all rental units (defined per unit), is not complaint-based, allows license revocation, uses a pass-through inspection fee and does not require reinspection when tenants change, and that insurance and utility/tax payment requirements for 17-07 can be set by the Commissioners and owners would be given time to bring properties up to code. The record for written comments was left open until November 10 and the next Commissioners meeting was scheduled for November 15. In the regular meeting Public Works reported a possible hydrant issue and a $5,688.79 replacement estimate for a decant valve at the sludge holding tank; the Planning Commission will hold a Comprehensive Plan hearing on November 1; Finance reported work on an MML survey and tower negotiations with T‑Mobile; Acting Town Manager Mike Bowell said his acting role ended and the Commissioners retitled the Town Clerk position to Town Manager/Town Clerk and appointed Amy Moore to that retitled position (salary increase to be determined, effective Jan 1, 2018), and the Treasurer’s report listed balances of $289,760.03 (General Fund), $154,108.52 (Water/Sewer), and $277,433.58 (WWTP Project).
