This is the record of a Queenstown Commissioners special meeting/workshop on October 18, 2017. The Commissioners held a closed session from 6:02–6:22 p.m. to obtain legal advice on a contract/potential litigation matter (vote 3-0). In the work session the board reviewed three main items: (1) updates to the Town Comprehensive Plan and a Queen Anne’s County Master Water and Sewer Plan amendment to include a proposed new water tower and water lines — staff reported the Planning Commission will hold a hearing on November l~ and the Commissioners voted 3-0 to approve submitting the county plan amendment; (2) republishing and updating the Town Charter (last version dated 1974) — the Commissioners authorized the Town Attorney to republish the Charter (vote 3-0); and (3) a draft employee manual and job descriptions presented by Perry Stutman and Amy Moore, plus discussion of restructuring staffing (eliminating the Public Works Director after retirement, using a foreman and part-time/contract worker, and possibly combining Town Manager/Town Clerk roles); Commissioner Plumbo requested salary/cost breakdowns. The meeting adjourned at 7:39 p.m.; attendees included President Thomas B. Willis, Jr., Commissioners Holger Schuster and George Plumbo, Acting Town Manager Mike Bowell, Town Engineer Robert Rauch, Town Clerk Amy Moore, and Town Attorney Brynja Booth.
