The August 9, 2017 Queenstown Commissioners meeting began with a 6:00 p.m. work session reviewing draft rental and short-term rental legislation—commissioners raised questions about number of rentals vs. owner-occupied units, household occupancy limits, inspection authority, subleasing, compiling a rental property list, and sending water/sewer invoices to owners; short-term rental zoning questions will go to the Planning Commission. A 7:00 p.m. public hearing on Ordinance 17-06 (locations for medical licensed cannabis dispensaries) was amended to add the Highway Commercial (HC) zone and postponed to August 30, 2017 with a request to invite the Sheriff’s Department. In the regular meeting Town Engineer Robert Rauch reported and the Commission unanimously approved hiring White Marsh (Tidewater) as the town’s water and wastewater operator effective January 1, 2018, authorized pursuing additional grants and bid preparation for a DNR-approved $120,000 living shoreline/boardwalk/kayak launch project (engineer estimate $251,628), and authorized pursuing development of town water/infrastructure design standards (estimated $5,000–$7,500). Other items: updates on Queenstown Harbor Golf Course growth allocation work, resurfacing on Maryland and Steamboat Avenues, planned tree removals pending site review, Munilink transition for billing, drafts of an employee assessment report and handbook pending a workshop, and Treasurer balances of $112,834.05 (General Fund) and $142,281.38 (Water/Sewer).
