The Town Commissioners met March 30, 2026. They began with a closed session to obtain legal advice (no decisions were made there) and reconvened in open session for the Town Engineer, Robert Rauch, to review a first draft water and sewer rate study. The draft projects a 37% increase in water and sewer consumption rates and the engineer will present alternative rate-category breakdowns to protect lower water users; current user counts by tier were reported (320 <7,000 gallons/month, 22 at 7,000–15,000, 7 >15,000). Commissioners also discussed financing and completion of offsite water improvements for Wheatland’s Development: Richmond American Homes and Waterman Family Partnership offered to cover a $4.1 million funding shortfall if fees were waived; the Town agreed the developers may build their own water system and the Town would waive water allocation fees but will not waive sewer allocation fees or impact fees. Staff will check whether developers can work under the Town’s MDE permits, the DRRA allocation schedule was confirmed (50 at start, +100 at project completion, final 117 within four years), and a public hearing/town hall on rate changes was discussed. The meeting adjourned at 8:36 p.m.
