This is the minutes of a Town Commissioners special meeting on March 27, 2026 to gather information from the Town Engineer about current and future water and sewer (W/S) rates; Wheatlands developer Barry Waterman attended. Town Engineer Bob Rauch reported estimated current annual W/S revenue using 2024 rates at $272,684 and with Wheatlands Phase I (50 units) at $326,108, and stated annual W/S debt of $347,499 — requiring a 44% rate increase to close the deficit without Wheatlands revenue and a 29% increase with it. For a 2026 budget assuming a 10% rise in expenses, Rauch estimated expenses of $959,919; estimated revenues would be $703,164 with Wheatlands Phase I (requiring a 37% rate increase) or $649,740 without it (requiring a 48% increase). Rauch said he will review 497 EDUs under the current rate structure and prepare a final proposal by Monday, noted Phase I only partially helps the funding gap, stated the current plant can handle buildout capacity, and will research plant operating insurance to reduce maintenance costs; a closed/special meeting was scheduled for March 30 to discuss the proposal. The meeting adjourned at 3:20 pm with a 2-0 vote.
