The Planning Commission met August 7, 2024, and heard a presentation from Gary Nusinov and partners about converting an existing 44,100 sq. ft. greenhouse on the Dudley parcel to a licensed, year‑round cannabis cultivation facility (70–80 employees), with plans to expand as needed. The Commission voted unanimously to recommend a Zoning Ordinance amendment to permit Cannabis Growing Facilities in the CS zone, provided no such facility is within 3,000 feet of R‑1 or R‑2 zones or an existing dwelling; the question of whether town water and sewer would be required for the annexed property will be investigated by the Town Manager. The Commission amended the October 2023 approval for the Wheatlands final major subdivision to remove two conditions (#2 PWA requirement and #3 bonding requirement) because those matters are addressed in the DRRA, and authorized the chair to sign the plat. The Commission also adopted Resolution 24‑102 revising its bylaws, received Town Manager updates (including HB 538 housing law review, DRRA execution with Wheatlands, a sewer smoke test with minor issues, and progress on federal channel dredging and additional grant funding), approved the June 5, 2024 minutes, and adjourned.
