The Planning Commission met Oct. 4, 2023 with commissioners and town staff present and guests Barry Waterman and Kevin Shearen to discuss the Wheatlands subdivision. The commission voted to grant final approval of the Wheatlands major subdivision plat subject to four conditions: (1) the applicant addresses all Town Planner and consulting engineer comments on the plat and construction drawings; (2) the applicant executes a public works agreement with the Town Commissioners; (3) the applicant posts required security (bond, irrevocable letter of credit, or other acceptable security) for construction of improvements; and (4) a Developers Rights and Responsibilities Agreement (DRRA) is executed with the Town Commissioners. The Wheatlands proposal details discussed include roughly 120 single-family lots, townhomes, a one-acre town lot, an open/RV lot, a potential fifth commercial lot obtained by exchanging state highway land, pump station and water-line plans under review, site lighting and landscaping plans, and proposed open spaces including a half-acre park and a fenced dog park. Town Manager updates reported talks about possible land purchase near the new water tower, approval of an H&H quote for a small marina pier, dock plumbing/paving to be completed by November, and an Eagle Scout project that raised about $7,000 for life‑saving stations and signage at ramps and docks. The commission also discussed corridor branding and signage locations as part of the Corridor Management Plan, directed Peter Johnston to draft recreational cannabis regulations for the next meeting, approved the Sept. 6, 2023 minutes, and adjourned at 8:11 p.m.
