Planning Commission — 2016-01-06

The Queenstown Planning Commission met January 6, 2016 with members Phil Snyder, Hogie Schuster, Don Regenhardt, Al Hardee, Town Commissioner George Plumbo, and Town Planner Peter Johnston. George Plumbo reported the wastewater treatment plant closing on January 11, 2016 and said the town will ask the University of Maryland for an updated water/sewer rates study. Representatives of the Waterman Family Limited Partnership presented a Concept Master Plan for the Wheatlands project and requested growth allocation; the Queen Anne’s Conservation group also offered options and the applicant asked who would own the project buffer. The Commission voted unanimously to amend the 2010 Community Plan to add a floating zone and directed the planner to draft a list of proposed plan changes; they also approved Bruce Cohee’s request for setback relief and lot subdivision, and approved Donna Marsh’s parking plan with limited uses (plants, produce, ice cream, indoor consignment) and a zoning certificate amendment tied to site improvements for 18 months. The planner listed proposed community plan amendment topics (procedure, adaptive use, administrative variances, temporary uses, encroachments) for review and public hearing; officers were elected (Chair Hogie Schuster, Vice Chair Al Hardee, Secretary Betty White), the planner will check bylaws approval with Bryna, and the meeting adjourned at 9:55 PM.
