The Queenstown Commissioners met October 18, 2017. They began with a closed session (6:02–6:22 p.m.) to discuss a legal/contract issue and obtain legal advice on potential litigation. In the work session they reviewed and inserted language into the Town Comprehensive Plan and prepared an amendment to the Queen Anne’s County Master Water and Sewer Plan to identify a proposed new water tower and related lines; the Planning Commission will hold a hearing in November and the Commissioners approved submitting the County amendment application. The Commissioners voted to have the Town Attorney republish and update the Town Charter to incorporate revisions, and they reviewed a draft employee manual and job descriptions (to be used for evaluations and given to employees). They discussed restructuring staff after the upcoming retirement of the Public Works Director (proposing a foreman plus part-time or contractual help) and whether to combine the Town Manager and Town Clerk roles; Commissioner Plumbo asked for salary/cost breakdown information.

QUEENSTOWN COMMISSIONERS October 18, 2017 PRESENT: President Thomas B. Willis, Jr., Commissioner Holger Schuster, Commissioner George Plumbo, Acting Town Manager Mike Bowell, Robert Rauch, Town Engineer, Amy Moore, Town Clerk and Town Attorney Brynja Booth. President Willis called the meeting to order at 6:02 p.m. and motioned to enter into a Closed Session for the purpose ofdiscussing a legal/contract issue and obtaining legal advice from the Town Attorney on potential litigation. Motion seconded by Commissioner Schuster. Vote: 3- aye, 0-nay President Willis motioned to adjourn the Closed Session at 6:22 p.m. Motion seconded by Commissioner Plumbo. Vote: 3-aye, 0-nay WORK SESSION CALLED TO ORDER AT 6:22 P.M. QUEENSTOWN COMPREHENSIVE PLAN AND QA COUNTY MASTER WATERJSEWER PLAN: Ms. Booth and Mr. Rauch have been working to see that the Town’s Comprehensive Plan and the County Master Water and Sewer Plan both have language regarding the proposed new water tower and infrastructure project, as requested by Maryland Dept. ofPlanning and Maryland Dept. ofthe Environment. Mr. Rauch and Mr. Peter Johnston, Town Planner, got the necessary language into the Town’s Plan, and it was discussed at the October 4,2018 Planning Commissionmeeting. The Planning Commission will hold a hearing on November l~, and she suspects they will adopt a resolution certifying the Plan and forwarding to the Town Commissioners for their hearing and subsequent adoption. The County Master Water and Sewer Plan is a simple amendment speci~ing the need for a new tower and water lines, which Mr. Rauch has completed and is ready to submit to the County. The timing ofthis does notjeopardize potential financing with USDA, and we are on the fastest schedule allowed by State law. President Willis motioned to approve the submission ofthe application for an amendmentto the Queen Anne’s County Comprehensive Master Water and Sewer Plan. Motion seconded by Commissioner Schuster. Vote: 3-aye, 0-nay TOWN CHARTER: History Town Code has been codified, Zoning Ordinance has been updated and posted and is a — stand alone ordinance. All ordinances and codes are up to date. The Town Charter is our constitution. The latest version is 1974, with a few revisions since then, and it is a mess. Town Clerk and Ms. Booth agree that it should be republished with the revisions incorporated into the document. The copy at the Department ofLegislative Reference is the one that is not up to date. President Willis motioned to have Ms. Booth republish the Charter and bring it up to date. Motion seconded by CommissionerPlumbo. Vote: 3-aye, 0-nay DRAFTS OF EMPLOYEE MANUAL & JOB DESCRIPTIONS: Mr. Stutman presented the Commissioners with a draft personnel manual that he has been working on with Ms. Moore and others. Commissioners thanked Perry Stutman for the excellent job in drafting the manual andjob descriptions. The manual, once adopted, will be used during employee evaluations. The adopted manual will be given to new and existing employees, showing them the overall parameters ofwhat their benefits, leave, and procedures are. The Commissioners discussed thejob position restructuring with Acting Town Manager Mike Bowell. The plan is to do away with the Public Works Director position following the retirement ofLane Cole. The PW staffwould consist ofa foreman and part-time person (or even a contractual person). The Commissioners discussed the options for restructuring the office, and whether it was necessary to have a separate Town Manager position at this time, or whether to have a combined Town Manager/Town Clerk combined position with an, Asst. Clerk and/or Administrative Assistant. Mr. Bowell stated that in somejurisdictions, the Clerk and Town manager are a dual role. The Town Charter establishes duties ofthe Town Clerk that are often performed by a Town Manager. The Commissioners asked Ms. Booth to describe the staffing situations in some ofthe other towns she represents. She mentioned the organizational structures in the following towns: Greensboro Town Manager, Town Clerk, Asst. Clerk, Police and Public Works — Trappe Town Manager/Town Clerk, Water/Sewer Billing Clerk, Public Works w/l-2 staff — Oxford Town Manager/Town Clerk, Asst. Clerk, Public Works w/4-5 employees — Commissioner Plumbo stated that it may make sense to have the position be a dual position and asked for some additional data, such as the salaries/cost breakdown.
