PRE.BUDGET WORI( SESSION

March 15,2017 PRESENT: President Thomas B. Willis, Jr.o Commissioner George L. Plumbo, Jr., and Commissioner Hogie Schuster. Also present, Acting Town Manager Mike Bowell, and Public Works Director Lane Cole.

MEETING CALLED TO ORDER AT 11:00 A.M.

Mr. Bowell gave an overview of the Finance Committee, why it was created, and what it has accomplished since it was formed. Accomplishments include increasing tax set offfunding from the County, grants, and assisting in the increase in cellular rents and modifications to contracts.

Mr. Bowell stated that the way the town is managed has huge economic consequences. The town needs to integrate management into daily operations. Contract administration (legal, trash, etc.) should be handled more internally. Need to increase cash flow. Grants and loans - need to organize and go after.

OFFICE REORGAI\IZATION/DUTIES & RBSPONSIBILITIES :

Suggestions to reorganizethe office were presented in a flow chart. Town needs an operations person to make it all happen. Job descriptions to be created for the positions suggested, which include a Town Manager, Receptionist, Administrative Assistant, and a Maintenance Foreman.

There was a discussion on operation of the water and wastewater plants. Who would operate?

Contractor vs. hire own ernployee. Mr. Bowell has met and discussed these options with Bob Rauch, Town Engineer. They do not feel it is a full time job for an individual. Costs estimated at $90,000 fully loaded, with benefits, use of a truck, etc. No back up employees figured into this amount. He feels that we are too small for our own operator at this time.

A meeting with Bob Rauch to go over his recommendations and suggestions for the operation of the water and wastewater plants was scheduled for March l6h at I l:00 a.m.

PRE.BUDGET WORK:

Budget goals and objectives - need to look into fire company donation, communitypolicing, repairs and maintenance to docks, ditches, street rqrairs, etc. Also need to look at mitigation of plantings at the wastewater plant and neighboring property. Need to consider possible park changes, such as a ballfield and parking.

GRANTS:

Proposed Skipjack Cove park - Bob Rauch wrote and obtained a $120,000 grant for this project should it go forward. He is working up bid specs to obtain pricing. Mr. Bowell is meeting with Mr. Rauch and Terry Fearins from USDA on March 22"d regarding possible funding for a new water tower and well.

President Willis motioned to close the regular meeting and enter into Executive Session for the purpose of discussing a personnel matter at 11:58 a.m. Motion seconded by Commissioner Schuster. Vote: 3 aye,0-nay.

President Willis motioned to close the Executive Session and reconvene the regular meeting at 12:24 p.m. Motion seconded by Commissioner Schuster.

Commissioner Plumbo motioned to award Administrative Assistant Aaron Homey with a $2.00 per hour raise effective immediately, bringing his hourly wage to $14 per hour. Motion seconded by President Willis. Vote: 3-aye,O-nay There being no further business to discuss, President Willis motioned to adjourn the meeting at 12:27 p.m. Motion seconded by Commissioner Plumbo. Vote: 3-aye,0-nay.
