QUEENSTOWN COMMISSIONERS
May 11, 2016 PRESENT: Commissioner John M. Bowell, President Thomas B. Willis, Jr. and Commissioner George L. Plumbo, Jr..
WORK SESSION CALLED TO ORDER AT 3:30 P.M. – Review of correspondence packets and approval of bills to be paid.
REGULAR MEETING CALLED TO ORDER AT 4:00 P.M.
GUESTS:
Robert Rauch, Rauch Engineering, was present to discuss:
• Update on bids for new office/building at plant. He did a solicitation of bids, however,
USDA requests do a new process with advertised bids. Therefore, will advertise and solicit.
• Had discussions in 2015 with interest on improvement around the plant from the boat
launching area, around the marsh and over to the existing Second Avenue dock, and to include a kayak launch. He has filed a grant application with Maryland DNR Community Parks and Playground Commission in the amount of $120,000. DNR has agreed to include in the 2017 capital budget, subject to approval by the State Board of Public Works. Also looking into a grant for living shore line.
OPEN DISCUSSION:
• Mr. and Mrs. Pat Sarracho were present with concerns regarding the wastewater
treatment plant. Their main issues are with the lights at night and the fencing. Mr. Rauch informed that there are options available to diminish the light glare towards their property. There is tape on the lights now. Mr. Rauch will get option for shields, sensor lights, etc. The fence is on the property line with barbed wire on the top and it looks prison like. There is only 6” between the fence and his shed. He was informed that his
shed is on Town property, however, there are no plans to have him move it. The Town will work on moving the fence 4 ft. and plant some shrubs/trees to help shield.
PUBLIC WORKS:
Mr. Lane Cole advised:
• Contract for generator maintenance. President Willis will sign.
• All dirt work left at plant to be done. Too wet at this time to work on spreading.
PLANNING:
Mr. Hogie Schuster updated:
• BBQ food truck was given zoning certificate to operate 3 times per week at 500 Melvin
Avenue.
• Propeller repair business was proposed on Wall Street. This was denied as did not
conform to zoning.
• 130 Old Wharf Lane – building out garage into an in-laws suite. Separate allocation may
be required. Brynja Booth confirmed this.
• Received call from Kelly Glass, owner of Bowlingly. The Zoning Ordinance has been
adopted, but their proposed use of the property for weddings is a special exception use.
2 They must go to the Planning Commission for review of their proposal and obtain a favorable recommendation. This recommendation would then be forwarded to the Board of Appeals for their consideration when weighing their request for the special exception.
• Still working on updating the Community Plan.
FINANCE COMMITTEE:
Patricia Bowell reported:
• AT&T contracts have been received with modifications and are being reviewed.
• Working on the budget with Town Clerk
MINUTES:
Minutes from April 27, 2016 are tabled until next meeting.
CLERK:
• Letter from Don Regenhardt informing that he does not wish to seek reappointment to the
Planning Commission when his term expires in September.
• Planning Commission provided a copy of their annual report, which was sent in to the
State.
• Planning Commission will hold a hearing on May 23, 2016 regarding their proposed
Resolution PC16-001.
• Budget work session scheduled for May 17, 2016 at 12:30 p.m.
• Summer meeting scheduled - Confirmation that there will one meeting each month in
July and August – July 13th and August 10th. Both meetings will be held at 7:00 p.m.
ATTORNEY UPDATES:
Via email, Ms. Booth reported that she has requested Pat Thompson amend the deed from Steamboat Village to the Homeowner’s Association. She found a significant type in the Declaration of Covenants and thinks can be corrected with a simple amendment to the original Declaration. She will work out with Mr. Thompson.
