These are minutes of a Queenstown Commissioners special meeting on December 16, 2025 to select a contractor for the town water improvement project. QUEENSTOWN COMMISSIONERS SPECIAL MBETING December 16,2025 PRESENT: President Al Hardee, Commissioner Bryon Callahan, Town Manager Amy Moore. Town Clerk Aaron Homey, Town Attorney Lyndsey Ryan MEETING CALLED TO ORDER AT I:3OPM The purpose ofthe special meeting was to select a contractor for the water improvement project. Ms. Ryan stated that the Commissioners needed to formally vote and select the contractor for the project because the deadline to submit documents to USDA lor an extension request of USDA funds is December 17. The funds expire at the end of December if no extension is granted and an award letter formally selecting the contractor is required to be submitted. Following recommendations from the Town's engineer Rauch, Inc., the Commissioners have decided to select Lindstrom as the contractor as they were the most responsive bidder and low bidder for the proj ect at a bid of $8,290,530.00. Letter drafted to USDA will state three contingencies: l) USDA review all bid documents and approve Lindstrom as the qualified responsive bidder.2) Lindstrom agrees to modi$ their submittal documents to reduce the scope ofthe project, and 3) reducing the contract price to $6.900,000.00 to coincide with the reduced scope. Scope reduction plans are subject to USDA review which can't occur until award letter is submitted. Commissioners asked if the award letter obligates them to proceed with the project. Ms. Ryan stated that the award letter states if all stated contingencies are met, the project will be awarded to Lindstrom. She could add another contingency that a mutually agreeable contract be entered into by both parties- Commissioners agree to add the additional contingency to the award letter. Commissioners discussed concems regarding sewer capacity, fee increases and additional load on the WWTP from additional users associated with the project. Not concemed about water capacity. Ms. Ryan stated that the award letter and bid is related to water portions ofthe project only- not sewer. Commissioners can discuss any concems regarding sewer portions at a later date.
