December 13,2023 PRESENT: President Al Hardee, Commissioners Tom Willis & Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Attorney Lyndsey Ryan

REGULAR MEBTING CALLED TO ORDER AT 6:00 PM

GUESTS -

o Robert Rauch/Jimi Harrison; Rauch Engineering RE: Updates on water/sewer projects ' Received bids for electrical work portion of membrane cleaning process automation project at WWTP- Lywood only bid received at $l 5042.80. Previous low bid was $42,000. After increase of control panel costs, overall reduction of around $14,000 from original bids for total project. Work was requested by operator to streamline

cleaning process- is not required by Microdyne. Finance Chair Pat Bowell stated that ARPA funds can be used for WWTP upgrades and capital projects such as I&I project previously planned to use ARPA funds can be funded with General Fund instead. Willis motion to nroceed with membrane automation pro.iect. Hardee second.

' Working with Comcast to frnalize plans submitted for placement of their infrastructure in town. No complete plans received from Talkie yet- plans submitted don't have required information needed to proceed. Require same standard of plans as required from Comcast.

PUBLIC WORIG

o Begun spreading millings around boat ramp parking area.

Soccer goals are being assembled and should be installed at park by first of next week.

o Parking lines striped at 2"d Ave. dock and bench reinstalled at I't Ave. dock. Need to install 2 pipe bollard posts at slips on I't Ave. Estimate cost around $500-800 to install.

$3,407 currently left in DNR grant- will see if cost will be covered by grant.

o Susquehanna contract set to expire in March. Set to auto-renew but Commissioners wish to add an addendum to contract prior to renewal.

PLAI\NING COMMISSION

o Recommends Zoning text amendment for permitting recreational cannabis in certain zones. Pres. Hardee stated his belief that the current recommendation to restrict retail locations from HC zones on North side of US 301 is too restrictive- should change to allow. Commissioners agree. Ms. Ryan stated that without any restrictions defined, essentially the use would be unrestricted.

o Next meeting moved to Jan. 10 to permit Ms. Ryan to attend to discuss DRRA findings and proposed homeless shelter. Both topics were discussed at last meeting and tabled for further discussion in January.
