December llr2024 PRESENT: President Al Hardee, Commissioners Tom Willis & Bryon Callahan, ffid Town Manager Amy Moore

RBGULAR MEETING CALLED TO ORDER AT 6:00 PM

o Dudley Dixon - RE: 6915 Main Street property Mr. Dixon and the Commissioners discussed possible land purchase, as this property is adjacent to a town property on Charity Lane and would be beneficial in the event the wastewater plant needs to expand in the future. Mr. Dixon purchased the property with the intent of either tearing down (or remodeling) existing house, subdividing property and building one or two new homes. To access a new rear lot, he previously requested an

easement from the Commissioners to have access through the Charity Lane lot. The Commissioners are not interested in granting an easement but more in the property.

Parties discussed several options, which included the town purchasing the entire parcel, subdividing the rear portion for our needs and then selling the front portion with the house- Commissioners will discuss needs and options firther and Mr. bi*on will work on his numbers and come back to discuss further.

David Castle - Sunrise Solar Mr. Castle advised that they have acquired land and are partnering with Delmarva power to be able to bring solar projects to eastern shore communities. Sunrise Solar has been in business for t 5 years and is looking to diversiff. The electric supplier would be Sunwise, and there is no outlay of capital required by the town. fi" prorrided a Terms & Conditions agreement for consideration and advised this *o.rid be a non-binding

agreement but would allow them to resenre a spot for us on the line and investigate fuither to determine if Queenstown would benefif from the project. Town Attorney and Finance Committee will review further and provide comments.

PUBLIC WORKS

' Bucket Truck - bucket truck we were considering purchasing developed a hydraulic problem and owner took it back to make repairs. President Hardee advised he looked online and found a2013 Ford F450 for $34,0b0 as an example of what may be out there to purchase. Commissioner Callahan provided some information on thl pull-behind boom lifts that may be an option. Less maintenance than a truck. Discussion on renting

vs' purchasing. It was decided that we will rent a pull-behind to remove Christmas decorations and see how it works and then proceed from there.

FINAIICE COMMITTEE

o Audit almost complete. Due to new USDA requirements, our water and sewer charges need to be separated in the audit. Work is anticipated to be completed by the deadline of t2/3t/24.

Approved by the State for a cybersecurity grant in amount of $20,991.50 to spend on contractual, equipment and training with The Digital Architects (TDA). Still need final approval by FEMA before we can proceed. Special thanks to Jeannie Richardson of TDA for her assistance with this grant.

o As was requested, information provided to Commissioners related to other towns and their ordinances regarding the permitting of chickens.

o Rate study and road design & standards discussion needed- Work session scheduled for January 2l't at 12:00 p.m. to begin discussions.

Reminder - Christmas Party to be held at the River House at Queenstown Harbor Golf from 6-8 p.m. on l2ll2l24.
