PUBLIC HEARING CALLED TO ORDER AT 6:00 PM
Pres. Hardee opened the public hearing with an announcement that Proposed Ord.22-07 had
been renumbered to 22-08 due to a number assignment error. No other changes were made to the
text ofthe proposed ordinance.

PUBLIC HEARING COMMENTS
o Oliver Bennan - 107 Old Wharf La. Mr. Bennan spoke in support of ordinance. Wishes to
establish a small home-based barber studio business. Passage of ordinance would allow
business request to be considered by Board of Appeals.
o Anne Van Benschoten - Owner 107 Old Wharf La. Ms. Van Benschoten spoke in support
of ordinance. Believes small businesses good for/improves town. Provides services needed.

REGULAR MEETING CALLED TO ORDER AT 6:05 PM
PUBLIC WORIG
o Drainage concerns were raised at last meeting- area near 228 Olde Point Lane. Ms.
Moore/Comm. Callahan visited area to observe issue. Have idea for how to address- install
new concrete drain box. Commissioners agree to have issues addressed as described.
o Steve Roberson Plumbing recently used town truck during water line repairs. Have suggested
alterations to tailgate as currently very heavy/cumbersome to use. Propose to convert into 2-
door side swing gate. Can do work. Commissioners would like to see details of what is
proposed/have estimate of cost provided. Truck may need overhaul work in future as well.
o Parkson quote for new screen at WWTP approved at last meeting was for lmm size- will need
to be 2mm instead as specs by Microdyne require. Change raises the cost of quoted price by
$212. Part has been ordered- Susquehanna to install.
PLANNING COMMISSION
o Commercial/overside parking recommendations to Commissioners- concern with requirement
regarding sidewalk blocking- how would affect Steamboat Village parking? Parking
restriction for Melvin Ave.- Change current restriction? Commissioners agree to leave as
stated in Code for now as no major issues. May address changes in future if need arises.
o Webinar on Trail Foundations tomorrow.
o Planned joint meeting with Commissioners/Planning Commission/Town Engineer to discuss
updated water/sewer capacity data. Scheduled for November 2 at 5:30pm.

FINANCE
. Yearly audit has been completed and filed. Also veriffing if HUR funds can be used on Old
Wharf Lane drainage project.
HARBORMASTER/CODE ENFORCEMENT
o Letters sent for untagged vehicle violations/grass violations- will follow up. Town cut grass at
231 Steamboat due to continued violation- will bill property owner.
o Boat docked at 2"d Ave. dock over hours. Contacted owner- removed. Several boats granted
permission to dock for several hours during October.
ACTIVITIES COMMITTEE

Still working on finding a band for Tree Lighting/Festival of Lights Event. Working on a flyer
for newsletter. Working on prizes for lights contest- Suggests gift cards of $200 for Friel's,
$100 for East Ridge Gardens, $50 for Queenstown Pizzeria. Commissioners ok with amounts.
Committee can make final decisions on businesses. Working on organizing QVFD Cookie
walk to be coordinated with event. Looking at date of December 9. Working on voting
methods, firetruck tour of lights, etc.

Request from American Legion for donation to Wreaths Across America effort to place
wreaths on gravesites of veterans at Eastern Shore Veterans Cemetery. Town has donated
$1,000 in past years.

TOWN MANAGER UPDATES
o Proposal from Bayside Fire Protection - Resolve fire protection deficiencies identified at
Town Office during recent inspection. Cost of $3,285.00. Callahan motion to accept proposal

o Recent annual Town yard sale held- Donation after expenses to QVFD was $175.31. Total
donations to QVFD from yard sale since 2006 is $2,860.14.
o Limited regular meeting schedule for November/December? After discussion, Commissioners
agree to one meeting on November 16 at 6pm and one meeting on December 14 at 6pm.
o Town staff/associates Christmas party scheduled for December 15.
OLD BUSINESS
INFRASTRUCTURE
1.I&Iproject
Bob Rauch- no significant fluctuations in I&I now. Will be preparing applications for
State grant money for full redo of lines now with new fiscal cycle. Priority area of Old
Wharf Lane project- plans completed/ready to go out to bid when/if Commissioners
choose to proceed. Exploring use of ARPA or HUR funding for project as options.

2. New Water Tower & Infrastructure Proiect
Bob Rauch- Alterative options to proceed explored due to estimated cost increases of
installing new tower as planned. Wheatlands developer currently looking to begin
development of phase one of project with commercial lot. Determined town has sufficient
capacity to provide water/sewer service to first phase with installation of 8 inch water line
connection running under US 50 from Outlet Center lines and grinder pump/low pressure
sewer line running under US 50 connecting to existing sewer lines- work would be
done/funded by developer. Would require Town assuming ownership of some private
Outlets lines. Installation of new 75,000 water ground storage tank would provide
sufficient storage supply for future phases of Wheatlands project if both current water
towers remain in operation. Will recommend filing application to increase gtoundwater
appropriation permits on existing wells. Water pressure requirements can be met with
current towers and planned water main upgrade projects. Possibility of new options costs
staying within amounts originally planned with current approved USDA grant. Developer
frurded installation of well at planned new tower site and associated supply lines could
provide second water source to Wheatlands for future development phases. Will prepare
report with options/recommendations to Commissioners. Ms. Ryan stated need for getting
a Public Works Agreement in place with Wheatlands for Phase One.
3. Wall St. water tower maintenance
Discussed above #2- exploring option to keep tower in service.
4. Old Wharf Lane -Stormwater
Designs completed. Estimated costs updated- Basic project $58,000 or upgraded project
with beneficial stormwater components $73,000. Can bid out with both options if desired.
5. Wall St. water line replacement
Draft RFP sent to Rauch for review. Will develop map of project lines to put together bid
documents for project.
MARINE PROJECTS
1. Boat ramp improvements
Pres. Hardee spoke with rep from Coreman Construction. Will have rough draft of cost
estimate for possible pier at boat ramp area ready by end of week.

Zoning Chapter codification complete. Ms. Ryan stated Town Code codification almost
complete. Should be ready by next meeting.

PUBLIC COMMENT
o Lane Cole - Asked if a potential water main crossing US 50 for Wheatlands project would be
at cost to the town or the developer. Commissioners stated cost would be developers
responsibility. Stated after meeting with Rauch reps regarding Wheatlands options he agrees
with opinions on water model, tank placement, line connections, etc. Also discussed manhole
at Skipjack Cove/Jvlain Street- concern with flows in future Wheatlands development. Rauch
stated that will be looked at. Also discussed suspected leak at Outlet Center as high flows
have been noticed. Public works employees currently investigating source. Need to remedy as
any unnecessary water/sewage flows costly to town. Rauch stated will propose camera
inspection of sewer and pressure testing of water at Outlet Center as part of proposal of Town
assuming ownership of any Outlet lines.
There being no further business, Willis motion to adjourn the meeting at 7:37pm. Callahan
second. VOTE: 3 atte - 0 nott.
