BeclrY Booth & Samantha Biskach - Activities Committee - Fall activities proposed
Discussed idea for a Halloween Parade for children and pets. Possible route of Town Office parking lot to
Old Wharf Lane Park using Maryland Ave. Short route to gauge interest- possibly increase in coming
years if so. Have activities/refreshments at park following parade. Estimate a budget of around $200. Plan
for Oct. 29 l-3pm. Commissioners agree would be good event- will have Committee submit detailed
budget for event.
PUBLIC WORKS

Thompson Ave "no parking" signage proposed locations determined. Lacrosse is ready to begin
construction of the overflow parking area. Commissioners agree to install signage once parkittg *.u
completed.
o
Susquehanna report and pictures of recent membrane inspection- all looks well.
o
Confined space equipment for plant- will be required during membrane inspections. Town purchase or
should Susquehanna provide? Commissioners ask to confirm with Operator George Smith of any
equipment needed and cost to meet OSHA requirements.

Plant running well - all going well with employees other work.
o
Electrical outlets at2ndAve dock not working- contacted R&D Electric to look into.

Finance Chair Pat Bowell completing the HUR report for SHA. Current HUR frrnds allocated to Town
540,674. Discussed requirements for how HUR funds are spent- money allocated for current fiscal year
o must be put in escrow account if not spent in current fiscal year- must be used for approved purposes.
Audit almost complete- Pat Bowell working on the Management Discussion & Analysis section for
audit.

Update on comments regarding addition of a pier to boat ramp area. 7 residents to date have submitted
comments requesting a pier.
TOwl\ MANAGER UPDATES
o Resolution 22-102 - A RESOLUTION OF THE COMMISSIONERS OF QUEENSTOWN TO
AMEND THE TOWN OF QUEENSTOWN PERSONNEL MANUAL AND TO ADOPT AN
UPDATED PERSONNEL MANUAL
o QAC rep. Alan Quimby advised that Animal Control is looking to expand and contacted Dudley for
additional land. Declined as stated in conceptual development stages. Town has not received anything
related to Dudley property. Mr. Dudley has requested a meeting with Town Planner Peter Johnston next
week to discuss potential development.

QVFD forest conservation credit for buffer planting- Tom Davis contacted Peter Johnston and asked
Town will accept a fee in lieu of forest consenration plantings on a proposed QVFD site. Peter stated
that to the extent the QVFD can get FC credit for buffer planting at the property lines, he thinks they
should. The requirement is 0.38 acres or 16,552sq ft (15% of the site). Peter thinks they should plant on-
site to the maximum extent practical of the QVFD's proposed site utilization plan and provide a
statement of justification for a fee in lieu for the balance or the entire requirement. He'd like to know
Town's position to relay to Tom Davis. Commissioners will discuss and make determination at future
meeting.
o Parking in prohibited places in Zoning Ordinance- Melvin, portion of Steamboat, and portion of Aker.
Not all streets marked to reflect Ordinance. Do we notiff residents affected and install signs? Came up
due to truck parking on Melvin. Commissioners agree to address with individuals parking in areas for
now- instruct to park safely. No signage to be installed at this time.
o T-Mobile antenna upgrade project on outlet tower is on hold indefinitely. Currently are working on
running a new analysis of the mounts and tank to determine how they can reorient the equipment to
resolve the issue of the equipment blocking the hatch.
o Ted Baker and MDE have tentatively scheduled an informational meeting at the Town Office on 10/27
followed by a public hearing on the proposed vertical expansion of the Baker rubble landfill.
OLD BUSINESS

plans have been redrawn to include work addressing drainage issues near Bowlingly. New updated
cost for project approximately $45,000. Pat Bowell will confirm if HUR funds could be used for
project.

Scope of Project/rough map of project area ready for review. Commissioners agree to have bid docs
prepared to get put out to bid to determine costs of project.
MARINE PROJECTS

Contract for construction sent for review today.

POLICY
1. Water/Sewer Connections Code - proposed clarilications & revisions
Checking with Steve Roberson to determine where he is with the review.

2. Breezeline (Atlantic Broadband) renewaUOptions
Current franchise agreement expires ll/24/23. Talkie reps will be attending next Commissioners
meeting to discuss their services.

Codify ordinances adopted since last update
Zoning ordinance amendments completed. Town Code amendments should be completed by next
meeting.
