QUEENSTOWT\ COMIIISSIONERS

September 13,2022 PRESENT: Commissioner Tom Willis, Commissioner Bryon Callatran, Town Manager Amy Moore, Robert Rauch, Town Engineer, and Town Attorney Lyndsey Ryan.

REGTJLAR MEETING CALLED TO ORDER AT 4:OO PM

GUESTS:

o Robert Rauc\ Rauch Engineering Mr. Rauch recommended the Commissioners consider the following phased and total water system alternatives for future water system service:

Preferred system alternative -

1. Receive bids for the proposed USDA water systems improvements project. Request additional

funding from USDA to cover the increased cost of the system. Construct the system as proposed Alternative system options -

1. Service to existing and infill lots (excluding growth areas) -lJtil:u;e currently approved USDA

Funds. This would require USDA approval of a modified scope of work.

a. Complete existing watermain upgrades & renovate Wall St. tower

2. Service to existing and infrll lots and initial phase service to Wheatlands - Permit the extension of

an 8" seryice from the Queenstown Outlets to serve an initial phase of the Wheatlands development at developers' expense

3. Service to existing and infill lots and future phases of the Wheatlands Development -

a.

Water source capacity (Wells) i.

Increase pump size in existing Del Rhodes well ii. Convert proposed Del Rhodes Avenue test well to a frrll production well.

Original plan called for 8" main, but a 4" will work.

iii.

Request an increase in the GAP to 200,000 gallons per day .

1 Requires a 24-hotx drawdown test for all 3 Mattawan wells 2.

Approximate cost of drawdown tests - $10,000/well b.

Fire flow capacity (Storage Volume) i.

Install a 75,000-gallon pressurized ground storage tank at the Outlet tower site ii.

Restore the Wall Street Tank iii.

Maintain Outlets Tank Total storage capacity -225,000 gallons a.

Wall Street Tower - 50,000 gallons b.

Outlets Tower- 100,000 gallons c.

Pressurized Ground Tank - 75,000 gallons c.

Water use and fire flow pressure (Elevated or Pressurized Storage) i.

Existing towers will provide adequate pressure ii.

Install watermain service connection to Wheatlands from proposed Del Rhodes well and water treatment location.

Commissioners will put the new tower project out for bid as recommended to get an updated cost for construction.

PI]BLIC WORKS

o SFIA right of way at Rt. 4561656 crossroad has several holes in the ground" currently marked by orange barrels. Largest hole about 3 ft. deep. SHA advised that the underground stormwater pipe in need of replacement. Pipe ordered and delivered and will be putting work out to bid. Not timeline given on when to expect repairs.

o Membranes cleaned/inspected and report from Susquehanna advises they are in great shape.

PLANNING

o September meeting cancelled.

o Commission recommends to Commissioners that the definition of "home occupation" be modified, which would permit additional occupations in the home provided they still meet specified criteria. One such occupation is a barbershop, which has been requested in a home on Old Wharf Lane. Commissionen discussed and approved the recommendation, provided concerns regarding parking is addressed. As any applicant will need to obtain permission from either the Plaruring Commissioner or Board of Appeals,

parking would be addressed at that time. An ordinance will be drafted for introduction at next meeting.

HARBORMASTER

o Harbormaster vacancy has been advertised numerous times and no applicants. Commissioners discussed appointing the Code Enforcement Officer as Harbormaster. It would be a compensated position, as is Code Enforcement.

TOWI\ MANAGER TIPDATES

o Presented Commissioners with a Personnel Manual amendment to reflect pro-rated leave time for personal and vacation leave to coincide with calendar years for the first two years of new employment. The amendment does not affect any employee hired before January I,2022. President Hardee motioned to o Reviewed and discussed proposed agenda for the Town Hall meetingongll4/22.

o Contract purchaser of 7109 Main St. requested Town consider approving a change in the current listed use from Residential to Commercial,/Residential (CR), a designated use that the property had been under in 2018. The Assessment Office is unsure why the change had been made. This change back to CR conforms with the zoning designation of Town Center (TC). President Hardee motioned to request the Motion seconded blt Callahan. Vote: 3-aye. }-na])

o Rauch will begin billing us for the SmartSite program, which was originally started with us at no charge.

Funds are allocated in the budget, and best price is annual cost of $99 per mo/$l,188 arurually.

o Code Enforcement Offrcer reported several untagged/expired vehicles, two grass violations, and contact with ROFO regarding trash.

o T-Mobile Hometown Grants - deadline October l't for next quarter. Will apply for mobile stage, electric, etc. at the park.

OLD BUSINESS ITEMS

INFRASTRUCTT]RE

1.

Old Wharf Lane -Stormwater Will request update from Rauch on plans and estimated construction cost.

MARINE PROJECTS

1.

Boat Ramp Improvements Matt Reno provided Commissioners with a draft plan for a 3 ft. x 40-50 ft. pier, due to difficulty with boaters putting boats over after ramp was improved. We will contact Rauch for estimated construction cost based on Mr. Reno's draft.

2.

Town Dock Projects Callahan. Vote: 3-a])e. 0-na])

POLICY

No updates - Commissioners requested that Review and Updates to Town Codes and Ordinances be removed from the next agenda. Updates to be considered as needed.

ORDINANCE NO. 22-06 - AN ORDINANCE OF THE TOWN OF OUEENSTOWN TO AMEND ARTICLE IV.

TO COMPLY WITH AMENDMENTS TO THE NATUML RESOURCES ARTICLE
