QUEENSTOWN COMMISSIONERS
August 24,2022 PRESENT: President Al Hardee, Commissioner Tom Willis, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Homey
WORI( SESSION CALLED TO ORDER AT 5:00 PM
Town Engineer Bob Rauch and James Cook were present to discuss phased water service analysis findings and recommendations for development projects including Wheatlands. Topic discussed were possibility of increasing the appropriations permits for the Town's two existing wells, possibility of connecting service to Wheatlands via the Outlet Center w/s infrastructure and Town assuming ownership of some Outlet Center w/s infrastructure. Wheatlands connecting
to County w/s system? Option for an in-ground tank systern on Town land or private in-ground tank or tower on Wheatland property. After discussion, Rauch suggests Wheatlands be allowed to connect via Outlet Center infrastructure and Town assume ownership of current private Outlet Center lines/establish easements. States there is sufficient capacity at the treatment plant and adequate infrastructure to support Phase 1 of the Wheatlands project. Rauch will submit an
official recommendation to the Town on how best to proceed.
Hardee motion to close the work session at 6:00pm. Willis second. VOTE: 3 aye - 0 nay.

o Water main leak on First Ave this morning, has since been repaired.
o if R&M schedule for Plant was developed by Susquehannain2l2l, there was a question of one was in place at last meeting. Will start providing monthly operations report to Commissioners to review as provided by Susquehanna.

o Zoning Ordinance amendment - Barbershop definition for review., Commissioners will table until next meeting so they may review.

o Ms. Moore/Pres. Hardee met with 2 of current members to discuss roles and procedures/responsibilities of committee. Will try to find more members to volunteer for committee as 3'd member currently not able to fully commit to expected schedule/demands of committee. Members currently discussing ideas for future events in town.

o Correspondence/Requests/Info - Sent and Received o Metro Recreation rep informed that playground updates/repairs now expected to begin around Decernber 2022. Delays due to supply chain issues.
TOWI\ MANAGER UPDATES
o Met with Bob Rauch and Peter Dudley this aftemoon. Peter is getting some interest in his property for residential development and wanted to know where we stood with capacity for water and sewer. Bob reviewed the tower and flow issues we've had, as well as cunent sewer plant capacity. Options to Dudley for sewer include expanding existing WWTP or build own and town take over. Options for discharge would be to increase town discharge
permit and discharge dtown or do spray irrigation. He was informed of current water tower status'and plans to put out to bid for more accurate pricing. He has no idea what capacity will be required at this point. Is using the ternplate of the Town's Comprehensive Plan. Will go back and bring in consultant/developer.
o ESAM Fall dinner- Salisbury September 2l't - RSVP by 9ll5 o T-Mobile Hometown Grants - $25 million, 5-year initiative to support organizations who help small towns thrive and grow. Grants up to $50,000 given every quarter to up to 25 small towns. Community projects could be revitalizing a town hall, senior center, ball field, etc. Thoughts on what we could apply for? Permanent Stage, electric, pavilion/gazebo at park; ramp area: gazebo - maybe small pier?, boardwalk connector
project from ramp to Second Ave dock? Deadline to apply for this quarter is October I't.
Ms. Moore will gather a few ideas for potential projects to apply for.
