Quote from Steve Roberson of 54,228 to replace copper feeds going to drum screen at plant with stainless steel pipe. Current lines are conoded and can burst. Acidic environment causing ongoing issue with pinholes in copper lines. Commissioners wish to know length of line in question- approve contingent on amount of materials being reasonable to cost. Ms. Moore will veriff.
r Bid docs ready for project automating valves for membrane cleaning at plant. Commissioners wish to veriff labor is included in cost estimate - bid out if so. Ms. Moore will veriff.

Stormwater management pond at Queenstown Village has been cleaned out and work is complete.
PLANNING COMMISSION
o Golf course asked for amendment to their previously approved overall master plan for development- amendment for a multi-hole par 3 course. PC found proposal is consistent with Critical Area program and approved amending the overall master plan. PC authorizedtown staff to issue Zoning Certificate when plans are finalized and all habitat protection requirements related to Heron Rookery are satisfied.
SAFETY & SPEEDING TASK FORCE
o SHA approved permit request for Town to install 2 speed feedback signs on Main Street and informed ped x-ing pavement wording will be installed on Main Street next week, also currently researching ROW info on town center parking areas and bump out and researching proposed crosswalk at Dudley/Jvlain. Proposed 4-way stop in Town center will need to be studied however funds to do so won't be available until Jan./Feb. 2024
' Member Tereza Hagerstrom presented options and estimates for street furniture along town streets. Options of plastic or wood benches in several locations and options for renovation of bump out by Town Offrce. Commissioners agree to purchase 3 plastic benches for area of post office/town offtce for estimated costs of $1,200 per bench. Agree to allow SHA to research ROW of bump out area before agreeing to any changes made by the Town.

EVENTS COMMITTEE
' Member Becky Booth stated last concert was poorly attended and asked if the cancelled June concert should be rescheduled at cost of approx. $700. Commissioners agree not to reschedule and stay with just the remaining August 12 concert which is Randall Butler Duo from 6-9pm.
r Member Jen Hardee has informed that she has resigned from the committee.

TOWN MANAGER UPDATES

Reviewing final applications/resumes and scheduling interviews with applicants for the vacant public works position.
o There will be no bulk collection on August 28 due to only public works employee's scheduled vacation during that week.

Community Parks & Playgrounds gant apps due 8123. Have submitted for boardwalk with no success. Will do so again. Will apply for all new playground equipment as well considering ongoing delays with currently planned repairs to playground equipment.
OLD BUSINESS
INFRASTRUCTURE
1. I&IProject
Going out to bid- Commissioners need to decide how to handle construction management aspects ofproject.
2. New Water Tower & Infrastructure Project
All requested information provided to USDA by Rauch- waiting on update from USDA.
3. Wall St.lVater Line Replacement
Line replacement complete. Road should be resurfaced- not part of original scope. Lane Cole suggests road should be milled before paving and have Rauch look at to draft scope to ensure water runs as should. Funds can come from ARPA or capital surplus from budget.
Commissioners agree to put out to bid for milling/paving.
MARINE PROJECTS
1.
Boat Ramp Improvements Pres. Hardee informed of a discussion he had with Rauch regarding the ramp pier estimated costs. After discussion he believes a pier can be constructed at a cost of around $12,000 - $15,000. Would like to get a quote from builder to consider if costs are around $12,000 - $15,000. Commissioners agree to get quote and review.

Town Dock Projects Paving work tentative for September. Plumbing work and signs related to boat use are permitted to be done under grant funding. DNR would like at least 2 prices for any plumbing work. Commissioners agree all plumbing needs to be redone at docks.
3.
Federal Channel Dredging Engineering study began last week. Town did not receive federal funding for FY24 but will reapply for FY25. Will also apply for DNR Waterway Improvement Fund- deadline is 9/18.

1. Water/Sewer Connections Code - Proposed Clarilications & Revisions (no updates)

Road And Sidewalk Standards Currently under review by Ms. Moore/Ivls. Ryan 3.
FranchiseAgreements Breezeline & Comcast provided with proposed agreements by Town. Both have responded with changes. Ms. Ryan still reviewing Breezeline response, have reviewed Comcast response- Comcast agreeable to most of Town proposed agreement. Town can approve Comcast agreement- Breezeline agreement would then be required to be similar to Comcast agreement.
Willis motion to approve Comcast agreement. Callahan second. VOTE: 3 qve - 0 nqv. Ms.
Ryan will present Breezeline agreement to Commissoners once reviewed to insure substantially similar to Comcast agreement.
DEVELOPMENT PROJECTS
1. Wheatland's Project
MDE construction permit request for pump station at Wheatlands not approved by Commissioners last meeting- To keep process moving, Wheatlands now requesting approval contingent on accompanying signed letter from Town stating approval is only for MDE review of permit application- not approval of any construction of pump station at this time. Ms. Ryan agreeable with request- Commissioners agreeable with request- will issue letter with approval.
