These are minutes of a Queenstown Commissioners special meeting (minutes list the date as June 29, 2026) called to review and approve documents for the Wheatlands Development; the meeting was called to order at 3:00 p.m. Commissioners Al Hardee, Jim Watzin and Bryon Callahan attended, along with Town Manager Amy Moore, Assistant Town Attorney Jennifer Dindinger, Barry Waterman, Attorney Joseph Stevens, and Richmond American Homes representatives Jim Thompson and Shahin Marwain (via Zoom). The Commissioners approved the Commercial PWA, the Partial Assignment of DRRA, and the Stormwater Facilities Agreement (each motion made by Commissioner Watzin and seconded by Commissioner Callahan); the Residential PWA had been approved at a prior meeting and a clean copy was executed at this meeting. All deeds (including deed for storage parcel, town lot, conservation area, and conservation area access easement) were executed and notarized; HOA documents were reviewed for information only and will be signed by the developer. Richmond American Homes will have their escrow company record the documents and provide the Town with hard and digital copies; Commissioner Callahan left after the votes and the meeting was adjourned at 3:51 p.m. (adjournment motion by Watzin, second by Hardee).

Assistant Town Attorney Jennifer Dindinger, Barry Waterman, Attorney Joseph Stevens, and Richmond American Homes representatives Jim Thompson and Shahin Marwain (via Zoom). SPECIAL MEETING CALLED TO ORDER AT 3:00 p.m. The purpose of the special meeting was to review and approve documents related to the Wheatland's Development proj ect. Documents for review, final approval and Town signature included the Commercial PWA, Residential PWA, Partial Assignment of DRRA, Deed for Storage Parcel, Deed for Town Lot, Deed for Conservation Area, Deed for Conservation Area Access Easement, and the Stormwater Facilities Agreement. Included for review only were the HOA Declaration of Covenants, HOA Bylaws, and HOA Articles of Incorporation. These documents will be signed by the developer only. Watzin motioned to aporove and have President Hardee sien the Commercial PWA. Callahan second. Vote: 3-qte. }-nay. Watzin motioned to aoorove and have President Hardee sign the Partial Assienment o-f DRRA document. Callahan second. Vote: 3-qte, 0-na)) Watzin motioned to approve and have Pres Hardee sipn the Stormwater Facilities Agreement. Callahan second. Vote: 3-a))e. }-nq) Following the votes, Commissioner Callahan had to leave the meeting. All deeds were executed and notarized. It is noted that the Residential PWA was voted on and approved at a previous Commissioners' meeting. A clean copy of the document was provided and executed at this meeting. Richmond American Homes will have their escrow company record all documents and they will provide the Town with hard copies, as well as digital versions.
