QUEENSTOWN COMMISSIONERS

July 24,2024 PRESENT: Commissioners Tom Willis & Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Attorneys Lyndsey Ryan & Carly Landolfi

REGULAR MEETING CALLED TO ORDER AT 6:OOPM

PUBLIC WORKS

o Talkie schedule for estimated completion is 3-4 weeks. Working with Video Pipe to schedule inspections.

o Invoices submitted to Comcast- are discussing with their sub-contractor. Comcast looked at three suspected break areas- did not find breaks but found cracked cleanout pipe at one location. Town will follow up on each location and discuss findings with Comcast.

o 3-yr. contract for Aerzen (main) blowers at plant has expired. Last preventative maintenance was December 2022. Quote received for new 3-yr. contract- $13,500. Also quoted advanced exchange option of $43,900 which includes 3-yr.contract. Would allow for temporary blower to be installed when our blower needs repair/replacement. WWTP operators think is a good option as blowers are most important equipment at the plant. Commissioners will make decision upon Pres.

Hardee's return.

o Maryland Ave/Bowlingly drainage issue determined by Rauch to be Town problem. Can prepare grading plan quickly to improve drainage. Work would include gradinglreplacement of drainage structures. Can provide plans to local contractors and get bids. Need to determine if culvert pipe at Bowlingly's second driveway is large enough to handle the flow.

o Town hover mower purchased in 2017 for $819. Is never used now- former employee Chris Ritch asking if Town willing to sell to him. Commissioners agree willing to sell for $600. Will inform Mr. Ritch of offer.

Stormwater management pond/ditch cleaned by Apex Contracting again this year- done yesterday. Quote was $1,600 vs. Martin's quote of $6,500.

o Pilkerton drainage issue- Martin quote to repair $7,800. Apex quote $5,500. Lane Cole believes these two are better suited to do work than regular concrete contractors. Go with one of these or check other contractors first? Callahan motion to accept Apex quote of $5.500. Willis second.

PLAI\NING COMMISSION

o Dudley property- County zoning hasn't been in ef;lect since 8/22/23. Stated at that time the Town zoning should be suburban residential but was never finalized. Have received inquires about the property but can't provide info as they don't know what zoning the property is. Would like to finalize the maffer and update so the lands no longer hold County zoning. Town Planner Peter Johnston recommends be zoned R-l or create new agricultural zone. Ms. Ryan states condition of

original annexation of property Dudley was to apply for PN zoning designation. Suggests Town designate zoning as Town Countryside with notation indicating it will be PN when requirements are met. Planning would need to make formal recommendation and Commissioners would need to hold public hearing and amend zoning map and possibly text. Commissioners agree Ms. Ryan should discuss with Dudley to determine appropriate zoningand send to Planning Commission.

SAFETY & SPEEDING TASK FORCE

Tereza Hagerstrom informed Virginia has a new law allowing towns to set speed limits on state highways that run through commerciaUresidential areas in town. Maybe something to bring up in COG/IVIML events to see if interest in similar law in Marvland.

Concert in park held July 20. Randall Butler performed. Roughly 45 people attended. Next concert by Sidetracked scheduled for August 17.

TOWN CLERK

Treasurers/Finance Report o General Fund- $10,634.32 Water-Sewer Fund- $2,732.46 ARPA Fund- $642,595.97.

County tax set-off funds expected to be added to General & WS Funds shortly.

Minutes o July 0,2024 (Regular meeting) 1 Willis motion to approve minutes as written. Callahan second. VOTE: 2 qve - 0 nay.

TOWN MANAGER UPDATES

o Spoke with contract purchaser of 6915 Main property regarding Town interest in back portion of property. He is willing to discuss- will schedule meeting.

o Conducted employee evaluations. Need to schedule Town Manager evaluation with Commissioners.

o JC Warner replaced alc unit in Town Office second floor today.

OLD BUSINESS

INFRASTRUCTURE

l. I & I Project (no updates)

2. New Water Tower & Infrastructure Project (no updates)

Membrane Clean - Valve Automation Currently on hold.

Lead Service Line Inventory Project Subcontractor back out on Rauch- working to identifr new subcontractor. No interest so far from 6 firms spoken to. Will continue outreach but may need to request a waiver given the short timeframe we have to get project completed.

5.

Parking on Second Avenue @ Steamboat Ave.

Issue with vehicles blocking travel lanes over the weekend. Concerns raised previously in May regarding parking in area as makes difficult for school bus to get through area. Consider if signing as no parking? Commissioners agree to send letters to nearby residences first to see helps.

MARINE PROJECTS

Federal Channel Dredging DNR has amended Town grant to fully fund second phase of engineering for permitting and design services.

POLICY

l. Water/Sewer Connections Code - Proposed Clarifications & Revisions (no updates) 2.

Road and Sidewalk Standards (no updates) 3.

Personnel Manual Amendment - Performance Evaluations Completed as stated above- remove from agenda.

PARTNERSHIP, PURSUANT TO THE QUEENSTOWN TOWN CODE. (Update complete - ready for adoption) Ms. Moore informed that absent Pres. Hardee stated he is in support of the ordinance.

NEW BUSINE

o Comm. Willis informed he spoke with Delmarva power regarding investigating ways to lower the Town's electric costs. Recommended purchasing energy efficient products, etc. Otherwise not many avenues to pursue as Town already implements most recommended solutions available.

ATTORNEY UPDATES (no updates)

PUBLIC COMMENT

o Ba.ry, Waterman Asked if water improvement project has been put out to bid yet. Was informed Town has applied for additional funding but are waiting on USDA response to proceed.

o Lane Cole Has the town received insurance money for stolen speed signs? Was informed a claim was put in with town's insurance company- waiting to hear back. Also doesn't think they should be replaced as he didn't see a noticeable difference in speeding after their installation. Also askd town to consider putting in a P.A. system in the meeting room to help audience hear during meetings.
