ORDINANCE 25-0s - AN ORDINANCE OF THE TOWN OF

QUEENSTOWN TO

AUTHORTZE THE PURCHASE OF 16,874 SQUARE FEET OF LAND OWNED BY

KATHLEEN SNYDER TO RECONFIGURE THE TOWN PROPERTY LOCATED ON

CENTER STREET, AND TO AUTHORIZE THE PRESIDENT OF THE COMMISSIONERS

OF QUEENSTOWN TO EXECUTE SUCH DEEDS AND PLATS AS ARE NECESSARY'TO

EFFECTUATE THE PROPERTY LINE REVISION

PUBLIC COMMENTS

o Paul Cain - Does the Town know for certain there is an easement that would allow infrastructure to pass thru the property between the existing plant and the property considered for purchase? Believes the Town should know for sure before committing to a purchase. Ms. Ryan stated that there is an assumed easement due to the presence of existing lines going through the property but there is no documentation of an easement

found currently. Assumed easement allows for maintenance of existing infrastructure.

o Bitl Mills - Center Street Location? Ms. Ryan stated Center St. is old name for Charity Lane, ordinance would be corrected to reflect correct name Charity La. Also reiterated that there is no documented easement on his land and stressed that his land, which is between the plant and the proposed property for purchase, is not for sale. Cautioned the Town from pursuing any eminent domain strategy, which the Commissioners strongly

stated has never been raised as a topic nor has been discussed at any point by the Town.

Apex quote doesn't include R&D ditch as too big for them. Rick Davis suggested converting ditch area at R&D to culvert. Comm. Callahan

will meet with Davis tomorrow to view and discuss ideas for remedy of consistent flooding issues there. Will discuss updated R&D scope if needed with Martins following meeting. Apex quotes: Del Rhodes $11,250, Harbor $6,200. Martins quotes: Del Rhodei $11,470, Harbor $3,100, R&D $20,250. Will discuss updated R&D rrbp" if needed with Martins following meeting. PUBLIC COMMENT

Lyndsey Simpson - Smell from treatment plant bad last few weeks. Anything that can be done to lessen? Ms. Moore will discuss with operator to determine cause and address.

Bill Mills - Agreed that plant smell has been bad recently. Provided info found on government website showing QT Creek marked as not safe for swimming/shellfish harvesting in area of Town treatment plant- is plant meeting requirements? Ms. Moore stated town meets all requirements but will check with MDE and operator to discuss.

Di Quynn-Reno - Parkin g at docks enforced? Vehicles parked in ways preventing all spaces from being used. Town policy for multiple ramp permits for single househo-ld?- County does one portable permit usable for multiple vehi"ier. Town will monitor parking and address issues if need arises. Town currently issues additional permits to same household at discounted rate of $ l5 each.
