July 13,2021 PRESENT: President Tom Willis, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Attorney Lyndsey Ryan (Commissioner Al Hardee was absent)

MEETING CALLED TO ORDER AT 3:36 PM

PUBLIC WORKS - Amy Moore o Coil to repair A/C unit at plant ordered. Otherwise, all going smoothly at plant.

. Operator will be cleaning filters with muriatic acid to remove hair buildup. Will be purchasing respirators for public works employees to use while helping with process.

Updated Planning Commission on recent boat trailer parking issue. Planning will review at next meeting and offer suggestions/recommendations to Commissioners on how best to address issue.

FINAI\CE COMMITTEE - Amv Moore o Nothing to report.

HARBORMASTER - Amy Moore o Harbormaster Matt Reno reassigned several slips following a slip vacancy. Resulted in Slip #2being offered to and accepted by Willey Comegys. Also has developed a slip map/plan for assigning slips based on boat sizes.

TOWN CLERK - Aaron Horney o Treasurers/FinanceReport o General Fund Balance - $86,262,72 o Water/Sewer Fund Balance - $100,830.85 (approx. $50,000 will be going out toward USDA loans this week) o Minutes o June 23, 2021 - Regular meeting Willis motion to aoprove as written. Suggestion to change Tuesday regular meeting time to 4pm instead of 3:30pm due to office hours being open until 4pm, Time should work for everyone.

o Need for survey to determine property line in area of ditch bordering Broughan and Town Office property? Not clear at moment where line is. Callahan suggests do ditch clearing work first in fall as long as property owner ok with work- survey not needed. Possibly locate pins after work is done.

o Rauch had architect submit initial drawing for review to construct room to separate electronic panel areas of plant from general area. Work needed to protect electronics from water/dirt/heat exposure damage. No cost estimate yet.

Will look into if work would qualiff for Federal American Rescue Plan Act funding.

o Proposal submitted by Steve Roberson to install new water line under Wall Street. Cunent line needs to be replaced- work should be done prior to any paving work on Wall Street occurs. Cost would be $26,869. Would need to go out to bid. Work should qualif, for Federal American Rescue Plan Act funding.

OLD BUSINESS

o I & Iproject No updates.

o Water Tower & Infrastructure project o Interim Financing Rate quotes have been sent to Finance Committee Chair Pat Bowell for review and recommendation. Have not heard back yet.

o Wheatland's Project Developer locating firm to conduct impact fee study as original firm planned to use unable to do study. Once study done can begin DRRA discussions.

o Speeding on Main St Sheriff s Office still conducting speed details in Town occasionally.

o Boat ramp improvements Originally planned to wait until fall to begin work. Would consider doing during summer months as long as work can be started on a Monday and completed by Friday the following week- only one weekend closure. Likely work would start in September at earliest.

o Town Dock projects Ms. Moore and Ms. Ryan met with Travis at Rauch. Decided to wait until fall months to do work as boats will need to be out of slips during work.

o Water tower maintenance Received proposal from Liquid Engineering. One quote for painting interior/exterior of tower and replacement of vent. Includes anti-fungal pressure wash of exterior, hand tool cleaning where needed, primer and acrylic paint of current colors/lettering at $49,165 for exterior. For interior, sandblast, weld seams, epoxy primer and liner at 539,420. Vent replacement at $5,200. Total of $93,785. One quote for visual inspections every 3 years going

through 2034. Years 202212025/2028 at $3,325 per year and years203112034 at $3,505 per year. Total of$16,985.

Need proposals from Southern Corrosion and Suez that separate out inside/outside restoration work and maintenance contracts.

o Trails Master Plan - revised version -t/28/21 No updates.

o On-call contractor agreement Waiting on Steve Roberson to provide rates.

ARTICLE VII, SECTION 89 OF THE QUEENSTOWN ZONING ORDINANCE TO ADOPT DEVELOPMENT

STANDARDS APPLICABLE TO THE QRD QUEENSTOWN RESORT DISTRICT AND TO REPEAL AND

REPLACE SECTION 90 TO ADOPT DEVELOPMENT STANDARDS APPLICABLE TO THE CS

COUNTRYSIDE DISTRICT, AND TO AMEND ARTICLE VIII, SECTION 9.5 TITLED TABLE OF HEIGHT,

AREA AND BULK REQUIREMENTS

Public hearing scheduled 7 /28/21 Review and updates to Town Codes and Ordinances Tabled for now.

Zoning Ordinance violations - Boats/trailers in yards and driveways Further discussion pending review/recommendations from Planning Commission. Will send Ms. Ryan's recommendations to Planning.

American Rescue Plan Act No updates.

NEW BUSIIIESS

o Dredging of the channel Contacted Isiac Wilding with DNR regarding channel depth and narrowing. State is aware of current issues.

Channel last dredged in 1985. State conducted survey of channel in 2017 showing issues. Suggested going to USACE first to see if they have any plans for dredging. If not, may be possible to get State funding for dredging led by Town. USACE also aware of issues but no funding/plans to dredge channel due to low usage however they can do new survey to determine current status of channel. Ms. Moore will contact USACE to do survey, can use

new survey data to seek possible State funding.
