July 12,2022 PRESENT: Commissioner Tom Willis, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Homey, Town Attomey Lyndsey Ryan
REGT]LAR MEETING CALLED TO ORDER AT 4:01 PM
GUESTS:
o Kevin Cline (Kubota) - Present information on alternative membrane system Mr. Cline discussed an altemative membrane system from Kubota that could be installed at the Wastewater Treatment Plant to replace the current membrane system from Microdyne. Membranes would be fixed-in-place vs. current membranes. Would include a lO-year warranty. Cleaning frequency would be once per quarter year. Discussed various other specs for new membranes. Believes process to retrofit plant
to allow installation of new membranes would be reasonable. Membrane cost would be around $300.000.
Retrofitting/installation cost in $200-300K range.
PTJBLIC WORIG
o Plant operator Greg Smith prepping for new chlorine tanks which have been ordered to improve the membrane cleaning process.
o New swale on Charity Lane and basketball court paving work at the park have been completed.
o Rauch/Frigon still awaiting cost estimate for meeting Mann + Hummel conditions related to membranes at plant.
o Controller consultant was at Plant with George Frigon. Currently waiting for report. Modifications to Plant have been made that reduce risk of membrane damage during cleanings.
o Ms. Ryan will coordinate with Frigon/Rauch to have list of measures taken to date to improve processes at Plant that can be provided to Mann + Hummel.
PLAI\INING
o Planning Commission looking to recommend Commissioners adopt a Corridor Management Plan along US 301 and US 50 through Queenstown. Town Planning Peter Johnston drafting for review.
o Planning Commission will be recommending a text amendment to the Zonng Ordinance to allow barbershops as a Type II Home Occupation use. Town Planning Peter Johnston drafting for review.

o Harbormaster vacancy has been advertised in newsletter. All boat slips have been filled/reassigned. Will veriff all lessees are in correct slips.
o Commissioners have noticed unpermitted vehicles at landing area. Ms. Moore stated Town can notifu Sheriff s Office to report/ticket parking violators at landing.

o Meeting scheduled with CQI representative to discuss options for solar power at the Plant.
o Town tower consultant Hugh Odem drafted conditional consent letter for T-Mobile outlining terms for allowing proposed equipment upgrade work on Outlet water tower. Ms. Ryan has reviewed document.
Work would result in rent revenue increase to Town if accepted by T-Mobile.
o LGIT Retiree healthcare proposal previously reviewed by Commissioners has been reviewed by Ms. Ryan and is acceptable if Commissioners agree. Callahan motion to accept oroposal for Town to participate in retiree healthcare planfrom LGIT. Willis second. VOTE: 2 alte - 0 nay.

New Water Tower & Infrastructure Project Ms. Moore/IVIs. Ryan met with USDA reps- Will need to schedule meeting with rep Terry Fearins to discuss any possible additional funding. Rauch reps will meet with USDA to address questions regarding revised PER sent to USDA. Funds for their current fiscal year have been expended- funds for l't quarter of next fiscal year beginning October 1 are currently allocated. Possibility of having to submit new
application for funding. Commissioners may have to re-look at project if additional funding cannot be found and review options on how to proceed. Will need to schedule future work session to discuss.

Wall St. Water Tower Maintenance Will need to discuss plans for tower in light of new water tower project flnding discussions.

MARINE PROJECTS
1.
Boat Ramp Improvements Met with floating pier builder to look at ramp area. Will be submitting quote to Ms. Moore.

Town Dock Projects Revised bid documents sent out for dock work only- Plans include bench for 1't Ave pier- Commissioners agree to include benches in work for 2nd Ave as well.
3.
Federal Channel Dredging Will meet with DNR rep to discuss. Advised dredge material should be placed on Eastern Neck Island with other locations as fall-back options. Commissioners would prefer local areas first- Ms. Moore will discuss with rep.
