PRESENT: Commissioners Al Hardee, Tom Willis and Bryon Callahan, Town Manager Amy
Moore, Town Attorney Lyndsey Ryan and Carly Landolfi. Mr. Barry Waterman and Lane Cole
were also present.
WORK SESSION CALLED TO ORDERAT 3:00 P.M.
The purpose of the work session was to discuss outstanding items of the draft Developers Rights
and Responsibilities Agreement (DRRA) for Wheatlands.
Ms. Ryan informed those present that there were two outstanding items to be discussed and
finalized. 1) water and sewer allocation and 2) proposed trailer lot.
President Hardee explained that the reason for the holdup on sewer allocation was due to recent
I&I, which was severe in early spring. Town had concerns about allocating until we were able to
investigate further and come up with a plan to address.
Ms. Ryan amended the DRRA related to sewer allocation as follows:
Section 5.8.2 on pg. 14:
Sewer Capacity Allocation. Subject to paragraph 5.5 above, the Town agrees to allocate sewer
capacityfor 50 EDUs to WFLP as of the effictive date of this DRRA. The Town agrees to
allocate an additional 100 EDtJs upon the completion of the Town of Queenstown Water System
Upgrade Project, which the Tbwn anticipates will be completed within 3 years from the date of
this DRRA. The Tbwn agrees to allocate the remaining I 17 EDtJs within 4 years from the
effective date of this DRRA
The second outstanding issue is the proposed trailer lot. Commissioners would like to have a

stipulation that after 10 years, if the need for the lot is not present, it could be converted to
another use for the town. Mr. Waterman is against this at this time as this is an amenity to the
development. He did advise that when the remaining 15 acres is ready to be developed, the
existing DRRA would need to be amended, or a new DRRA drafted, and the trailer lot could be
addressed at that time.
Ms. Ryan will revise the DRRA as discussed for possible adoption at the July 10,2024 meeting.
Lane Cole recommended the Commissioners confirm that the manhole at the entrance to the
WWTP can handle the additional flow as designed.
Hardee motion to leave the regular meeting at 3:29 pm to enter into a Closed Session to obtain
Iegal advicefrom the Tbwn Attorney. Callahan second. VOTE: 3 aye - 0 nay.
