These are the minutes of the Queenstown Town Commissioners regular meeting on May 28, 2025, with Commissioners Tom Willis and Bryon Callahan, Town Manager Amy Moore, and Town Clerk Aaron Horney present. Public Works items dominated discussion: a quote from National Restorations for four replacement pickup truck tires at $665 was lowest and staff were asked to confirm mileage ratings before proceeding; bulk collection volumes and costs are rising and commissioners asked staff to review current guidelines before considering reduced collection frequency or a ticket system; the plant generator is scheduled for repair on 6/11 and Ms. Moore requested relief for extended temporary generator rental fees after repairs took far longer than originally estimated. QUEEN STOWhI COMMTSSTONERS May 28,2025 PRESENT: Commissioners Tom Willis & Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney REGULAR MEETING CALLED TO ORDER AT 6:00 PM GUESTS (none) PUBLIC WORKS o Tires needed for public works pickup truck- several quotes received. National Restorations lowest at $665 (4 tires installed). Commissioners ask to determine if all quotes received are for tires of comparable mileage ratings- if so, go with National quote. Ms. Moore will look into. . Bulk collection- amount being placed weekly is increasing. Leading to more time spent doing collection and more expense to town as dumpsters are needing pickup more often. Items often not placed out in time or following guidelines leading to more time spent dealing with. Consider reducing collection to bi-weekly or monthly? Most towns collect monthly or less often. Other ideas? Idea of ticket system discussed. Commissioners wish to review current guidelines- see if any updates needed to address issues before considering other changes. . Fidelity Preventative Maint. Proposal for Commissioners review- higher cost than previous agreements but covers more maintenance. o Generator at plant scheduled for repair on 6lll. Ms. Moore requesting relief on temp. generator rental fees as repairs were originally to take only 3 weeks to complete- has now been almost 3 months, PLANNING COMMISSION (no updates) FINANCE COMMITTEE o Budget drafted and reviewed with Finance Chair Pat Bowell. Final draft ready for review by Commissioners. Will need work session scheduled for 613 at 6pm to review and introduce budget ordinance. CODE ENFORCEMENT/HARBORMASTER (no updates) EVENTS COMMITTEE o Ms. Moore/Mr. Horney met with QAC Heritage Tourism coordinator regarding Maryland 250 events for next year. Looking at Queenstown holding an event such as historical tour or similar. Will discuss with Events Committee. TOWN CLERK l. Treasurers/Finance Report o Gen. Fund $165,578.52 W/S Fund $189,758.58 ARPA Fund $591 ,986.29 2. Minutes o May 14,2A25 (Regular Meeting) Tabled as only one Commissioner who attended this meeting was present to vote. o May 20,2025 (Work Session) is motion to a itten. Callahan Vt -0na 3. Correspondence/Requests/Info - Sent and Received (no updates) TOWN MANAGER UPDATES o Only one public works employee currently scheduled for next several weeks- need for hiring temp help or hiring grass cutting service to assist during this time? Commissioners will consider options. . Membrane report for Commissioners review; Performance of both is poor. Repairs done to one to slightly improve permeability. Commissioners wish to determine what warranty coverage membranes have. Believe should be replaced as were supposed to have lifespan of l0 years and are less than 5 years old. Town Attorney looking into warranty issue. OLD BUSINESS ITEMS INFRASTRUCTURE 1. I&IProject . Still waiting on a start date for Retallick. 2. Water Tank & Infrastructure Project o Waiting for any bids to come in. 3. Solar (no updates) 4. Queenstown Harbor Water Issues (no updates) MARINE PROJECTS l. Federal Channel Dredging . New channel markers placed to replace ones removed. POLICY l. Water/Sewer Connections Code - Proposed Clarifications & Revisions (no updates) 2. Water/Sewer Rate Study . Waiting on bids to come in to complete information. DEVELOPMENT PROJECTS l. Wheatland's Project (no updates) 2. 6915 Main Street Owner to submit sub-division application to Planning Commission. NEW BUSINESS (none) ATTORNEY UPDATES (no updates) PUBLIC COMMENT o Sue Donaldson Asked if possible to have yard waste collected by current trash/recycling collection company as a separate day to take load off Public Works employees collecting- believes some towns handle yard waste this way. Ms. Moore will look into. Also suggested possibility of having residents place bulk items to be collected at one designated location in town to minimizelaborltime needed to collect.
