QUEENSTOWN COMMISSIONERS
May 27,2026 PRESENT: President Al Hardee, Commissioners Bryon Callahan & Jim Watzin, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Assistant Attorney Jen Dindinger
WORI( SESSION CALLED TO ORDER AT 5:00 PM
Review and discussion of proposed Public Works Agreement for Wheatland's Development. Draft agreements were provided for Commissioners review. Ms. Dindinger explained proposed changes to the residential development agreement by RAH. Commissioners discussed proposed changes and proposed several changes as well. After discussion and agreement on changes by all parties, Ms. Dindinger will review changes discussed and agreed upon and will incorporate into new draft agreement for review at
next Commissioners meeting. Also will review Waterman commercial development agreement for next meeting.

o Waiting on report on Aerzen blowers. May need to rebuild one at a time.

Hydrant flushing went well. No issues/complaints to Town Office.
o Membranes working well. 6-month inspection coming up. Will know true condition then.
PLANNING COMMISSION
o New golf course owners meeting with PC on 613 to introduce themselves.
FINANCE COMMITTEE

Still working on budget.
o Finance Chair Pat Bowell's term up in June. Checking to see if she is interested in continuing to serve in position.
CODE ENFORCEMENT/TIARBORMASTER
o Ms. Dindinger updated on previous request by Mr. Veasel to have certain Zoning Inspector roles added to his duties. Commissioners could approve if believe is needed. Should have Mr. Veasel's roles clearly stated as zoning functions currently carried out by MDIA and would be in addition to their services.

Other Updates o Request from resident at 305 Steamboat to allow mailboxes on opposite side of street from where currently located. Issues having mail delivered due to vehicles parked too close to mailboxes as currently placed. States other residents having same issue. Commissioners believe issue is with Post Office and believe moving mailboxes to opposite side would cause issues with traffic as shoulder space on that side is needed to allow cars to pass each other
since road is narrow. Believe placing mailboxes together in one accessible location would be better solution. Affected residents should discuss with post office for solutions.
r Building permit applications received o Sign application - QVFD - undeveloped lot next to 7500 Main St o BOA Variance Request - 248 Harbor Dr. request to allow more coverage and alter rear building setback line. Request being reviewed by CAC first for comments before scheduling BOA Hearing.
TOWN MANAGER TIPDATES
o Drafted letter informing residents of proposed w/s rate increases. Commissioners ok with letter.
Will be sent out to all w/s customers.
INFRASTRUCTURE

Retallack ready to have sub-contractor pave next Wednesday/Thursday. Requesting a l0% cost adjustment based on liquid asphalt price increases since priced 2 yeus ago due to rising fuel costs. Price would change from $19.94lSY to $21.93lSY. Total increase of $13K. Commissioners agree to wait 60 days to see if prices come down, if not- proceed with paving work.
2. Water Tank & Infrastructure Project
State Engineer completed review of EJCDC E-500 Engineering Services Agreement. Determined current draft not suitable for Agency concurrence due to formatting, conventions, and other elements. Findings submitted to Rauch to make necessary corrections.

MARINE PROJECTS
1.
Federal Channel Dredging Still waiting on USACE permit.
POLICY
1. Water/Sewer Connections Code - Proposed Clarifications & Revisions (no updates)

Proposed Revisions to the Zoning Ordinance Related to Accessory Dwelling Units Proposed revisions provided for review. Discussion deferred until next meeting.

Long Term Rentals - Possible Legislation MDIA can do inspections. Currently do long term for Ridgely and Greensboro and short term for QAC. Prefer scheduling inspections during winter when less busy with building inspections.
Copies of Ridgely/Greensboro inspection lists provided for review. Will review and discuss next meeting.

Proposed Revisions to Zoning Ordinance $95 Table of Height, Area, and Bulk Requirements Discussion deferred until next meeting.

Proposed Rezoning of Current QAC SR and SC Classifications to R-l Ms. Dindinger stated two conditions needed under State law to change zoning. Either an error correction or a change in character of the property. Town can't change arbitrarily since there is no current change in the character ofthe properties in question.
DEVELOPMENT PROJECTS

Wheatland's Project Discussed earlier in work session.
NEW BUSINESS
o Pres. Hardee discussed his belief thata gate is needed at the landing arealplant entrance as issues with non-permitted vehicles parking overnight persist. Would be good to have gate to secure area.
Will contact Sheriff s Office about ticketing vehicles parked illegally in area. Camera/lights also recently installed in area.
