QUEENSTOWN STREET SAFETY TASK FORCE
JOINT WORKSESSION
May 17,2023 PRESENT: President Al Hardee, Commissioner Tom Willis, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, Task Force Members: Tereza Hagerstrom, Frank Philip, Sue Donaldson WORK SESSION CALLED TO ORDER AT 5:30pM The Queenstown Commissioners and Street Safety Task Force met with Ken Fender, Rich Baker and Assaye Gabre of the MD State Highway Administration to discuss safety/speeding concerns and potential
solutions available along Main St./Del Rhodes Ave. Task Force memb".r-p."r.n1.d ideas for review by SHA. Mr. Fender informed that any upgrades have to comply with Federal requirements as outlined in the MUTCD, which is followed by SHA for State-maintained highways. Aiso informed that the lane markings in town were recently widened when repainted and chevron signs were recently installed at the curve in town as a result of the previous meeting,s discussions.
Ideas discussed included:
o Conversion of Main St./Del Rhodes Ave./ Maryland Ave. intersection into a 4-way uop.
(SHA response: May be possible, will require conducting traffic study at peak periods and data review to determine if warranted. SFIA would need to submit request for conversion to Office of Traffic Safety who would then approve/disapprove. SHA will begin process of study and data collection. Conversion would require layout changes to area inctuding possible reduction of available parking spaces along street.)
o Removal offor-lefi small parking space infront of pizzeria as is too smallfor most vehicles to use without protruding into trffic lane.
(SHA response: Will determine if parking areas are owned by SHA or another entity before determining how to proceed. Town believes parking areas are SFiA owned.) ' updated marking and signagefor existing crosswalks in town.
(SHA response: Current crosswalks in need of remarking as are currently worn. Can upgrade to new marking pattern of white vertical lines vs. horizontalio increase visibitity. Will put iirequest for new crosswalk patterns and "Ped Xing" markings. Will also explore possibility of instailing new crosswalk signage at point of crossings.) o Establishing new crosswalks and 3-way stop at Old ll/horf Lane/Main Street intersection.
(SHA response: Crosswalks not possible at intersection as sidewalks must exist on both sides of crosswalks. 3-way stop unlikely to meet approval standards. New crosswalk may be possible near intersection of Main Streevsteamboat Avenue. will look into.) o Establishing new crosswall{.s and 3-way stop at Thompson Ave./Main Street intersection.
(SHA response: Crosswalks not possible at intersection as sidewalks must exist on both sides of crosswalks. work would need to be ADA compliant which would not be possible with boardwalk c stairs. 3-way stop unlikely to meet approval standards.) Install rumble strips/"25 MPH" markings on road coming into town center where current signage is located.
(SHA response: Rumble strips problematic as area is too close to residential areas. Noise generated by rumble strips would be significant. "25 MPH' markings possible, will put in request.) o Install electronic signs displaying speeds of approaching vehicles entering town along Main Street.
(SFIA response: Can put in request for display signs. Town would be responsible for purchasing signs.) o Install road markings/signage indicating Fire Dept. entrance areq.
(SHA response: Will.investigate if any options available with road markings. Can put in request for fire truck signage.) Mr. Fender/I\4r. Baker informed that any plans based on ideas presented would be further discussed with the Commissioners/Task Force prior to any final installation to ensure agreement by Town.
President Hardee stated that concerning Town-owned streets, they are investigating possible locations for additional speed bumps, will be repainting existing speed bumps and stop lines, will be lowering the speed limit from 20 to 15 mph on town roads and are exploring other ideas.
There being no further discussion, Hardee motion to adjourn the meeting at 6:30pm. Callahan second.
