The Town Commissioners met May 14, 2025; present were President Al Hardee, Commissioner Tom Willis, Town Clerk Aaron Horney, and Town Managers Amy Moore and Lyndsey Ryan. Public Works reported membrane cleaning/inspection scheduled, generator parts mostly with Fidelity while some Kohler parts are out of stock and will be outsourced from Mitsubishi (no ETA other than “no later than end of next week”), RFPs out for courthouse carpentry/painting and work planned for the Town Office and tree removals, and the need for quotes to replace bad storm pipes at Melvin Ave., next to the Del Rhodes pump station, and at the end of Harbor La. The Planning Commission interviewed Sue Donaldson and recommended appointing her to fill Phil Snyder’s term through September 2025; Commissioners moved to appoint her. Finance and Events committees are working on next fiscal year budgets (Events currently have one concert scheduled in August); the Town Clerk reported fund balances as: Gen. Fund $120,710.12, W/S Fund 5229,008.37, ARPA Fund $591 ,986.29, and the April 23, 2025 minutes were approved. Updates on infrastructure: I&I project awaiting Retallick start date; Water Tank & Infrastructure project under review with USDA and Rauch (waiver to September 30, 2025); short-term harbor water quality remedy is flushing the last hydrants on Harbor La. and Long Dr. every three months for 15 minutes and longer-term remedies include installing a loop per the USDA project and investigating pressure issues (Rauch recommended pulling meters); the Water/Sewer Rate Study is complete and rates are currently scheduled to increase 8% next fiscal year with 10–12% options to be presented in the new budget. Attorney will schedule a meeting on water project funding; public comment included a question about commercial aspects of the Wheatland project, to which Commissioners said nothing has been proposed yet.

Few items Kohler still out of stock on- outsourcing remaining items directly from Mitsubishi. No specific ETA yet, but will have everything no later than end of next week. o RFP out for Courthouse carpentry/painting work. Working on RFP for Town Office and tree removals. o In addition to storm pipe at Melvin Ave. there appears to be a bad pipe next to the pump station on Del Rhodes and one at end of HarborLa. Need to get quotes to replace all. PLANNING COMMISSION o PC interviewed Sue Donaldson- recommends Commissioners appoint her to the Planning Commission to fill Phil Snyder's remaining term which expires Sept.2025. Correspondence/Requests/Info - Sent and Received (no updates) TOWN MANAGER UPDATES o Met with owner of property adjacent to Town property at end of Old Wharf La. Owner willing to donate portibn of property to town that is currently outside their fence line under conditions including town ixtending current riprap along waterfront and paying for any surveys required, etc. Commissioners agreeable with exploring ideas suggested- Town will get estimates before making any decisions. . COG meeting tonight in Church Hill- Town Manager and Clerk to attend. OLD BUSINESS ITEMS INFRASTRUCTURE l. I&IProject Waiting on an expected start date from Retallick. 2. Water Tank & Infrastructure Project Will be meeting with USDA/Ms. Ryan to review pre-bid budget provided by Rauch and discuss how town wants to proceed with obtaining additional funding needed. USDA concerned that project originally obligated in 2018- national office now reviewing older projects in considering de-obligating funds. Town received waiver to September 30, 2025. 3. Solar (no updates) 4. Queenstown Harbor Water Issues Short-term quality issues rernedy- flushing last hydrant on Harbor La. and Long Dr. each now and every 3 months for 15 min. Long-term quality issues rernedy- Install loop per cuffent water improvement project through USDA. Pressure issues- Town is providing adequate pressure to Long/Harbor residents. Issue appears to be between water main and users. Rauch recommends pulling meters at a few locations to determine if issues are caused by clogged meters. Residents could remedy by privately having pressure boosters installed if determined that pressure is sufficient through the meters as issue would then be considered a private pluming line issue. MARINE PROJECTS l. Federal Channel Dredgin g (no updates) POLICY l. Water/Sewer Connections Code - Proposed Clarifications & Revisions (no updates) 2. Water/Sewer Rate Study Study is done- was going to update with Wheatland options but with project's increased funding now an issue- hasn't been included currently. For budgeting, rates currently scheduled to go up 8%o for next fiscal year as is. Will have options for l0ll2% in new budget as well. DEVELOPMENT PROJECTS 1.
