QUEENSTOWN COMMISSIONERS

May 10,2022 PRESENT: President Al Hardee, Commissioner Tom Willis, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Attorney Lyndsey Ryan

REGULAR MEETING CALLED TO ORDER AT 3:30 PM

The purpose of the closed session was to discuss personnel issues.

PUBLIC WORIG

o Courthouse Docent Frank Phillip requested that the "Civil War Trail" sign be removed from the courthouse property as there is no relationship between the two. Commissioners agree to remove the sign and place in a more appropriate location to be determined.

o Suez attempted to do a scheduled wash-out on the outlets water tower but was unable to access top hatch needed to inspect due to presence of cell equipment on the tower. Were able to do a partial visual inspection but will have to reschedule full inspection. Tower has to be drained for inspections. Ms. Moore will contact T-Mobile regarding relocating equipment on tower.

o Tower valves were discovered to be buried during preparations for tower inspections by Steve Roberson. Would like to raise valves for easier access in the future at cost of 8283.72. Hardee motion to have Roberson do valve work at stated cost. Callahan second.

PLANNING

o Golf Course LDA boundary line revision - Planning has looked into and sent back to Commissioners. Ms. Ryan discussing with Critical Area Commission for guidance. Will then draft ordinance and send back to Planning to request Findings of Fact prior to any potential adoption.

Requested Planning to review Town's road standards. Town Planner Peter Johnston provided members with Denton's standards which were recently updated for guidance.

o DMS to have preliminary sub-division plans for Wheatland's submitted to Planning by mid-May for review at June meeting.

o Have decided not to work on branding for the Wall St. water tower at this time. Have requested that room be left for future branding if tower is repainted.

o Planning requested to be allowed input in the DRRA agreement process if permitted to discuss ideas on buffer arealpotential storage lot for Town.

o Researching options Town may have regarding vacant properties in town - methods to encourage property owners to improve/provide use. Adopt new development standards?

FINANCE COMMITTEE

o Ms. Moore and Mr. Horney currently working on the proposed FY2023 budgets. Will be meeting with Finance Chair Pat Bowell to discuss.

HARBORMASTER

o Matt Reno suggested holding a ribbon cutting ceremony for the recently upgraded Skipjack Cove boat ramp on May 20. Will schedule for 6:30pm.

TOWN MANAGER UPDATES

o Lacrosse requesting a meeting to discuss Town's concerns with parking/shoulder areas on Thompson Ave. Will schedule meeting. Also, will be removing trees from the "Tot Lot" area on Thompson, looking into converting area into an overflow parking area.

Town Planner states it could be done if any plans meet 10% pollution reduction rule.

o Comegy Ave. open space area needing brush maintenance confirmed to be Town owned.

o Ms. Moorellr4s. Bowell met with reps from Amwins LGIT retiree supplemental insurance program for Town. Ms. Bowell recommends Town offer plan as an option to Town employee/volunteer retirees. Commissioners wish to have Ms. Ryan review program agreements and make a decision based on her review.

o Proposed Ordinances 22-0I,22-02,22-03,22-04 drafted. Ordinances would update the Town's various building codes to current 2021 standards. Callahan motion to introduce Ordinances 22-01, 22-02, 22-03, 22-04. Willis second. VOTE: 3 ave - 0 nay. Public hearings for the ordinances will be scheduled for June.

o Proposed Ordinance 22-05 drafted. Ordinance would update requirements for storage of certain boats on blocks on properties. Hardee motion to introduce Ordinance 22-05.

l Boat Ramp Improvements Ramp work is completed. Pres. Hardee concemed with riprap placed at ramp.

Received complaints regarding possibility of riprap damaging boats during unloading from trailers. Believes installation of a small pier adjacent to the ramp would help solve the issues. Would like to look into costs now as permitting will likely take a year or more.

NEW BUSINESS

o Activities Meeting Members have been contacted by Ms. Moore. Members indicated evenings work best for them for any meeting schedules. Should determine schedule and guidelines for meetings/members prior to meeting with members to discuss. Commissioners would like members to develop ideas for events to be presented to Commission.

Pres. Hardee received a request from several residents to allow building of a flower garden in town. Pres. Hardee suggests allowing in area of landing area- would beautiff area. Residents are willing to donate plants for garden. Commissioners would like to determine exact area of garden. Ms. Moore will contact interested residents for a plan of what/where would like to have plantings.

Lonnie Anthony submitted ideas for how to address concerns with heavy trucks using Dudley Ave. Commissioners will review the ideas and determine if any signage or other changes are feasible.
