Channel Markers in Queenstown Creek nowmissing- why? Town informed that Coast Guard
removed them as they do not mark channels under 6ft as current policy. State marked with

Golf Course lights aim directly at his house- very bright in windows at night. Pres. Hardee
will meet with Course owners to discuss this among other issues to find resolution. New
course owners also meeting with Planning Commission in June as well. Can discuss then.

lntroduction
The Town of Queenstown, MD Comprehensive Water and Sewer System Rate Study
updates its current water and sewer system user rates. The study addresses the cost of
maintaining a water and sewer system to support current and future residential and
commercial growth. This study analyzes existing capital charges and usage rates to set
appropriate fees to cover annual water and sewer system operating costs, debt service
on frnanced water and sewer system improvements, and reserve fees for unexpected
water and sewer system expenses.
The Town of Queenstown's 2024 water usage data shows a system heavity dominated by
low-volume customers, with approximately 92o/o of lhe 497 proiected accounts using less
than 7,000 gattons per month, white a very smatt number of high-volume users account for
a d isproportionatety targe share of totaI consumption. This distribution creates both a
chattenge and an opportunity for rate design. The Town must generate approximatety $1 .03
mitlion annuatty to cover operating costs, existing debt of $347,500,. Current rates and
fixed fees fatt signif icantty short of this requirement.
Purpose of the study

Authority to Establish Water and Sewer Service Rates
The Commissioners of Queenstown are hereby authorized to set tariff rates and
schedules to be charged users of the Queenstown water and sewer system by resolution,
and to change those tariff rates from time to time by resolution as The Commissioners
of Queenstown deem necessary, just, or proper.

Tariff Rate Structure
The water and sewer tariff rates as passed by resolution, from time to time, may be
based upon either a flat charge or be based upon the amount of water used based upon
metered readings; the water and sewer tariff rates may include different rates or rate
structures for residential, business, and other types of users; and the water tariff rates
may further differentiate between uses located within the Town boundaries of
Queenstown and those located outside of the Town boundaries of Queenstown.
Town of Queenstown Water and Sewer Usage Rates
The current Water and Sewer Service Rates have remained unchanged since the 2024
Water and Sewer Rates were established. All water and sewer users pay a monthly rate
per gallon of water used for the first 7,000 gallons of use. All users are also charged
monthly for all water use in excess of 7,000 gallons at a rate per 1,000 gallons over
7,000 gallons and up to 15,000. An additional monthly rate per 1,000 gallons for water
usage over 15,000 gallons has been established for high water use customers.
The Queenstown Water System current has 336 Water and Sewer users who account
for 447 EDUs. The total water usage is attributed to the current metered users as shown
in Exhibit 2. Water and Sewer System operating revenue is generated from water use
records and recorded totalized water flow.

Rate Study Structure and Analysis
fhe 2026/2027 recommended Water and Sewer use rates will be based on and
supported by proposed and projected water and sewer system revenue and expenses.
Recommended rates will support revenue projections that will cover or exceed the costs
associated with the operations of the Queenstown Water and Sewer System.
The expenses associated with the operations of the Queenstown Water and Sewer
Syslem must be covered by the Water and Sewer System's projected revenue. Water
and Sewer System Expenses are broken down in specific categories related to the type
of expenses are outlined in Exhibit 3 Estimated 2026/2027 Water and Sewer System

Revenue generated from the 2026/2027 proposed Water and Sewer System User Rates
and other Enterprise Fund Revenue will support the cost of operating the Queenstown
Water and Sewer System and payment of the Water and Sewer Enterprise Fund Debt
Service. Exhibit 7 shows the total estimated 2026/2027 Enterprise Fund revenue
including other Enterprise Fund revenue that is not directly related to usage and user
rates.

Capital Maintenance
ln addition to routine operational expenses identifred in Exhibit 3, Periodic Repair and
Replacement expenses are incurred and managed based on expected maintenance and
li. These expenses are associated with periodic equipment repairs and replacements
that are planned and budgeted based on the useful life of specific watel and
wastewater treatment system components. These expenses are not considered annual
operating expenses. The planned expenses associated with a Repair and Replacement
expense must however be funded through the Enterprise Funding. The Enterprise Fund
currently maintains a cash balance of approximately $800,000. The Enterprise Fund
also maintains a balance of invested funds of approximately $345,000 . These funds are
available for emergency or unanticipated expenses. Future anticipated capital
maintenance repairs and replacement projects are shown in Exhibit 8. The current
Enterprise cash account and invested funds are adequate to cover the costs of the
anticipated major water and sewer system expenses over the next 10 years. The
Enterprise Fund cash account will continue to be funded with Sewer Capital Connection
fees from the Wheatlands development. Water and sewer capital fees collected on
other future projects will also be reserved for funding needed for other capital
maintence and replacement projects or emergency situations.that have not been
otherwise budgeted for.
Major Capital Projects
The Queenstown Water System infrastructure includes 2 elevated water storage tanks,
Wall Street Tank and Outlet Tank. One additional water storage improvement is planned
as part of the Wheatlands Farm development project. The tanks receive regular
maintenance lo extend the useful life of the tanks. Annual maintenance costs are
included as an annual operating expense and covered in the user fees. The replacement
of the tanks at the end of their useful life are anticipated to be funded through state and
federal funding sources based on 75% Grant and a 25oto loan at favorable financing
rates. Periodic review of the availability of government funding should be made to
determine if additional user fees should be added to fund the long-term capital costs to
refurbish and/or replace the tanks. The revenue from the proposed 2026/2027 waler
and sewer system annual revenue is not expected to support or fund the futere
expenses associated with water storage replacement projects.

Water and Sewer System Budget and User Fees Recommendation
The proposed 202612027 Waler and Sewer User Rate fee must generate suff icient
revenue to cover budgeted operating expenses, and non-operating expenses that inctude
water system debts. The current 2025 user rate fee schedu[e witt not generate sufficient
revenue to cover the total 2026/2027 budgeted water and sewer system expenses.
Additionat user fee revenue to cover operating and debt payment cost shortfatts can be
achieved by increasing the tiered monthty user rates and the month[y water and sewer
debt fees. The proposed 202612027 use.r rate is structured to cover the majority of the
annual operating and non-operating water and sewer system costs. ExhibitsSand6

estimated 202612027 estimated rate increase necessary to meet the fixed costs of
