PUBLIC HEARING CALLED TO ORDER AT 6 PM
PROPOSED ORDINAI\CE 23.01 _ AN ORDINANCE OF THE TOWN OF QUEENSTOWN TO
REPEAL AND REPLACE THE TOWN PROCUREMENT POLICY TO GOVERN PURCHASES BY
THE TOWN
No public comments were received on the proposed ordinance.

o Travis Palmer - Speed bump on Charity Lane Mr' Palmer discussed a request for installation of a permanent asphalt speed bump to replace the current rubber bump on Charity Lane. Believes the current one has worked some but an asphalt bump would be more effective at slowing vehicles. Believes speeding to still be a problem on Charity Lane. Commissioners agree to allow new Street safety task force to study lssue when
working to develop solutions for speeding town-wide. Will make determination following review of task force recommendations.
PUBLIC WORKS
o Commercial water meter replacement chambers needed for 4 commercial meters. l0-year batteries sealed in meter chamber dying and need replacement. Can't read meter after battery dies and requires estimating usage. Replacement results in basically brand-new meter with warranty.
Lead times currently 23 weeks to receive. May be issue with residential meters in future ur *.i1.
Commissioners believe should purchase I extra as well. Can get prices together. Callahan motion VOTE: qy9 - v ftuy, Plant operator George smith informed town will not qualifu for BNR grant this year as phosphorous limit qualification was exceeded during June 2022.
PLAIINING COMMISSION (no updates)
FINANCE COMMITTEE
o Chair Pat Bowell attended County tax offset meeting. Town will receive $163,000 from CounW and costs of Town fireworks for 2023.
o Attended insurance workshop recently and discussed need for reviedpossible updating of Town's zoning/policies related to upcoming State legalization of recreatibnal marijuanu. llro discussed first amendment audits how towns should prepare for them.
o Stated need to designate HUR funds towards a project by June or put into escrow account.
CODE ENFORCEMENT
o Mr. Veasel providing bi-weekly reports. Letters sent out as needed. Commissioners will be informed of letters sent.

TOWN MANAGER UPDATES
o / Bids received for Town Office repair project- LBS Contracting: $6,960.00 Fox Meadow Woodworks: $13,500.00 / TW Enterprises: $14,750.00. Commissioners discussed variation in bids. Comm. Willis will inquire with low bidder to ensure bid is correct. Callahan motion to accept LBS bid of $6.960.00for project pending bid is cotect. Hardee second. VOTE: 3 qve - 0 nay' o Sheriff has supplied speed trailer to town for temporary usage on town streets and has approved a
deputy to be assigned to Queenstown 3 times per week at 4 hrs. per block with focus on speed enforcement and service calls in town limits. Budget covered by Sheriff s Office. Need town to decide time periods requested. Commissioners agree to have Street Safety Task Force recommend best times to be requested.
o Dumpster at docks is being overfilled- use by non-town residents and misuse by dumping excessive amounts of shellfish. Should signs be installed to address or other deterrent methods?
Commissioners agree signage and possibly cameras installed if continues to be an issue.
OLD BUSINESS
INFRASTRUCTURE

I&IProject Engineer's updated estimate for Old Wharf project approx. $600,000. Can put out to bid for actual cost numbers. Use ARPA funds for project? Can determine after getting bid numbers.

2. New Water Tower & Infrastructure Project
Ms. Ryan presented maps showing locations of new easements that the Town will need to acquire in relation to the project for new water lines. Commissioners agree Town should start proaess by contacting/sending letters to property owners easements will be required from.
Also discussed possibility of avoiding acquiring/use of Outlet Center lines and instead running lines adjacent to lines around outlets.

Wall St. Water Line Replacement Waiting on start date- should be soon as utility markings were done recently.
MARINE PROJECTS
l.
Boat Ramp Improvements Following meeting with Ms. Moore, Bob Rauch will be putting together plans to present to Commissioners.
2.
Town Dock Projects Punch list items from Custom Borders & Edging are complete- have requested final payment.
Ladder issue will be taken care of by Rauch contractor.
3.
Federal Channel Dredging Engineering study put out to bid and solicitations will be sent to engineers familiar with project type.

QAC has used Cohen Law Group in negotiating cable franchise agreements with Comcast and Talkie. Dan Cohen has offered to have an informational meeting to discuss Comcast/Breezeline agreements- would see what they can do or recommend before Town incurs fees. Will schedule meeting with them and Pat Bowell.

Establish Street Safety and Speeding Task Force Four residents have volunteered to serve on the Task Force as follows: Tereza Hagerstrom, Stefanie Takacs, Tony Shingleton, Frank Philip. Sue Donaldson, who was in attendance at the meeting, volunteered to serve as well. After discussion, Willis motion to appoint thefive residents to seme on the Task Force. Callahan second. VOTE: 3 aye - 0 nay. Ms. Moore will contact
members to discuss meeting schedules and responsibilities of the Task Force.

o Travis Palmer - Is another Town Hall meeting planned soon? Yes- tentatively planned for September.
