April 11,2023 PRESENT: President Al Hardee, Commissioner Tom Willis, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Attorney Lyndsey Ryan REGULAR MEETING CALLED TO ORDER at 4:01 PM

o Ken Fender, sHA District Engineer & Richard Baker, sHA Asst. Enginssy of rraffic RE: Town concerns regarding speeding on Routes 181456 in Town Mr. Fender/Mr. Baker discussed traffic calming techniques used in similar situations in other towns recently including wider line markings, speed awareness signals, rumble strips, signage, etc. Stated that calming techniques work temporarily but lose effectiveness over

time as motorists get used to them. Willing to make a site visit to view areas of concern and discuss possible solutions with Commissioners. Can put certain measures into place fairly quickly. Suggest town form a task force to discuss possible ideas/solutions as weli.

Discussed potential changes to Greenspnng/3}|intersection as residents believe increased traffic on US 301 is a concern as well.

Several residents in attendance made comments asfollows:

William Shepherd - Enforcement needed as well as major speeders ignore posted limits and other methods of calming.

Rebecca Booth - Convert town center intersection to a 4-way stop? Hard to get out of parking areas at post office.

Matt Reno - More enforcement needed. Should ticket vs. giving wamings. Study on traffic effects on local towns from a new bay bridge done?

Stefanie Tackas - Additional crosswalks furttrer out at both sides of town on MD 18? Signs on golf property informing of town speed limits?

Di Quynn-Reno - Identifu speeders and have Deputies personally notiff. Inform post office of need for ernployees to observe speed limits.

Jenny walton - Need to address speeding on town owned streets as well.

SherifPs Office Rep - Enforcement difficult as have limited forces patrolling a large area but will work with Town to highlight better areas/times to target enforcement.

Following discussion Commissioners agree to consider a task force and will schedule a meeting with Mr. Fender/Ivlr. Baker for a site visit in Town.

Caden Quirion question of any Town preference on life stations at docks? Commissioners agree to defer to Mr. Quirion's opinion of what are best methods to put in place.

OLD BUSINESS

INFRASTRUCTURE

1. I&IProject

Rauch provided updated cost estimates on Old Wharf Lane project now at $597,243 vs.

last estimate of $452,457. Project is ready to bid if desired. Commissioners will make a decision at next meeting on how to proceed.

2. New Water Tower & Infrastructure Project (no updates)

3. Wall St. Water Line Replacement

Signed agreement returned by contractor and ready for Commissioner's signature.

President Hardee signed the agreement with Middleton's Construction to complete the project.

MARINE PROJECTS

1. Boat Ramp Improvements

Still waiting on dates to meet with engineer for floating dock options.

2. Town Dock Projects

Proposal to rectiff ladder issues- $3,100 to fix. Rauch offer to split costs 50/50 with Town. Believes contractor shouldn't be liable. Town believes Town, contractor, engineer should split costs ll3 each or Rauch should cover 213 if they believe contractor should not be liable for costs.

Dock paving estimated cost at $60,880. 3 options glven for milling/overlay/paving variables. Commissioners agree to bid out project using option 3.

3. Federal Channel Dredging (no updates)

POLICY

l. Water/Sewer Connections Code - Proposed Clarifications & Revisions (no updates) 2.

Franchise Agreements Proposed agriernents from Breezeline and Comcast reviewed by Town Attorney- ok with both proposals. Will need public hearing to renew Breezeline agreernent. Commissioners need to determine if any negotiations needed on agreements before approving either as both need to have similar terms.

NEW BUSINESS

Commissioners agree to form a Speeding/Street Safety Task Force. Would like to have 5 if members from diverse areas of town. Office staff will get notice out to residents to volunteer interested in serving on task force. Would like task force to participate in future SHA meeting.

Rebecca Booth - What things does the code enforcernent officer enforce? Informed they enforce untagged vehicles, grass overgrowttr" general property maintenance iszues, etc. Enforces Town ordinances. Asked if church on Maryland Ave. was contacted regading sidewalk parking issue?

Yes- Ms. Moore contacted church officials regarding the issue.
