REGULAR MEETING CALLED TO ORDER AT 4:OO PM
PUBLIC WORKS

Hydrant flushing townwide scheduled for 4/25 with rain date of 4126.
o Owner of 112 Melvin proposing pipe to replace ditch to ease access into property
Commissioners to view area in person before making any decisions.
o
Repairs made Monday to 10lil05 Wick sewer lines. Owner of 105 had plumber inspect- found
line busted due to recent conduit installation. Town plumber repaired 105 and found l0l to be
damaged as well. Foreman of Accutrench observed and is aware of issue. Info/pictures have been
forwarded to Comcast rep and requested update on repairs done at 100 Wick a few weeks ago.
Field Super met with Town plumber to review damage and was pulling locate tickets together and
before/after pictures. They believe a possibility of utility markings not being accurate- waiting on
update. Concerns additional properties on Wick may have been damaged- will need to determine
who is responsible for costs incurred and repairs to date.

Question regarding report that Baltimore City plans to handle abandoned or vacant properties by
implementing a special ta:r on such properties- something Town could do to incentivize bwners to
do something with similar properties in town? Ms. Ryan stated that Baltimore City has special
authorities granted by the General Assembly- believes not worth the trouble for Town to eiplore
for only a handful of vacant properties in town. Commissioners agree no action for now.
SAFETY & SPEEDING TASK FORCE (no updates)
FINAI\CE COMMITTEE
o
Mr. Horney/Finance Chair Pat Bowell attended LGIT workshop recently- expecting 85%
insurance cost increase- most of it on property.
o
Ms. Bowell attending County Commissioner's meeting tonight for tax set-off hearing.
CODE ENFORCEMENT/HARBORMASTER

Inquiry about County ordinance allowing Code Enforcement Officers to enter properties to view
violations- possible to have similar Town ordinance? Ms. Ryan stated it is nof possible as a
process to obtain an administrative search warrant is required- Town already has such process.
EVENTS COMMITTEE
o
Easter Egg Hunt event was a success- about 30 children present.
o
Summer Concert Series- one confirmed date- Randall Butler Music on July 20h at6-9pm. Should
get word out early and often to increase affendance numbers from previous years event.
o
2024-2025 budget- will try to meet and get budget sent over within next few weeks.
' Need for more volunteers- usually only 2 members present day of activities- suggest asking for
volunteers for days of activities.

TOWN MANAGER UPDATES

Talkie PWA sent for their review. Plans have been approved by Rauch. Will issue permit once
PWA is signed. Talkie must stake out areas of construciion and meet with Rauch prior to starting
construction.

MML Conference is June 23-26. Educational classes for Commissioners and staffand expo. Cost
of booth significantly increased this year so Town will not have booth at expo.

Consider meeting schedule change for first meeting of month- move from 2nd Tuesday of month
to2d Wednesday of month? Town Attorney has another town's meeting on Tuesday- sometimes
results in her having to leave our meeting early. Commissioners agree to move first meeting of
each month to the 2nd Wednesday of the month starting with the May meeting.

Draft language to amend Town Code to address trailer/commercial vehicle parking on Town
streets provided for review. Commissioners ok- Ms. Ryan will draft into ordinance form for
potential adoption.
OLD BUSINESS
II\:FRASTRUCTURE
1. I & I Project (Tabled Until Spring 2024)
Advertising documents bein g finalized by Rauch. Pre-bid meeting scheduled for 4124- bids
due by 5117. Should be able to make decision by 5122 meeting.
2. New Water Tower & Infrastructure Project
Town awarded Congressionally Directed Spending in amount of $807,000. Funding requires
25% non-federal match. If match not available, Town must apply through Water and
Environmental Programs for funding but can only award match as a loan. Ms. Ryan will
iurange meeting with USDA to discuss this funding, project status, and required 25oh match
so Commissioners can determine if will need to submit application for funding.
3.
Membrane Clean - Valve Automation
Work is ongoing.
4.
Lead Service Line Inventory Project
Project and docs submitted to MDE and forwarded to State Clearinghouse for review and
approvals.

Town Dock Projects
Warranty work completed. Finger pier back to level at piling and secured. Bolts on other 3
finger piers tightened while on site.

Federal Channel Dredging
Issac Wilding of DNR still needs to fully review concepts and have colleagues review. will
look at which areas seem most viable can then meet to discuss next steps.

HAVEN MINISTRIES - Proposed Day/Resource Center
o Email received clarifring proposal. Proposing a resource center at Shore Christian Fellowship
Church as is run a-t Haven location on Del Rhodes. Need to move due to space

constrictions. No issues with individuals at present location- use resources then leave
property. Would only be open during daylight hours as is done at present location. Stresses
proposal is not for a homeless shelter. Would provide resources for individuals to learn about
activities of daily living such as budgeting, educated shopping, banking, managing finances,
researching job opportunities, interviewing forjobs, etc. Ms. Ryan stated that Commissioners
must decide if the use is incidental to the church use to approve use. Could revoke
authorization of use if determined use is no longer incidental in the future. Pres. Hardee stated
he is still not in favor of the idea due to the location of the property being next to the Town
Community Park. Other commissioners ok with idea as presented. Callahan motion to
approve use as incidental. Willis second. VOTE: 2 aye - I nqt.
NEW BUSINESS
o
Brown water in Queenstown Harbor - Intermittent issue for some residents. Constant problem for
others. Pres. Hardee stated issue has been present for some time. Need to determine cause and
find solution ASAP. Get engineers and MD Rural Water involved- whatever is necessary to
resolve.
