QUEENSTOWN COMMISSIONERS March 25,2026 PRESENT: President Al Hardee, Commissioners Bryon Callahan & Jim Watzin, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Assistant Attorney Jen Dindinger REGULAR MEETING CALLED TO ORDER AT 6:OOPM GUESTS . Barry Waterman, Waterman Family Limited Partnership Jeff Barbao Richmond American Homes RE: Finance and Completion of Offsite Water Improvements for Wheatland's Development Proposing Waterman RAH do all aspects of the Wheatlands project that solely benefit them plus the new mains under US 50 and pay the associated costs to do so. Asking town to waive water/sewer allocation fees and impact fees in exchange for them covering the costs. Total project costs 54.2 million. Water/sewer allocation fees and impact fees would total $3.9 million. Town would still get money for new equipment needs and Fire Dept. would get contribution fee for each house. James Cook (Rauch) stated that the improvements would address the towns fire flow/pressure needs, would provide capacity upgrades and would create a loop in the town system that would be beneficial. The Commissioners agreed that a work session should be held to discuss the rate study provided by Rauch prior to any agreement on the proposal. Selling tickets to event - ticket price to cover costs of event and remainder to go towards courthouse projects. Looking to have expert come in to survey condition of courthouse to veriff age and hopefully veriff it as oldest standing in the US. Is the same person who led team on original restoration in the 70's. Survey would cost 52,500.00. Title would be helpful in securing future grants and promotion. Commissioners agree yes. o George Smith looking into security measures for plant, towers, pump stations, etc. o Ordered laptop for the plant to meet specifications of MMBR software. Will enable 24 hr. contact with the plant by operator and MMBR. Agreement states property maintains county zoning until other zoning is applied by the Town. Town or Dudleys could initiate a change in zoning. Town Planner Peter Johnston recommends all properties in town should have town- specific zoning classifications. Participants traveling from Annapolis to Denton that day. Town will be getting word out to public in case organizations, clubs or individuals want to participate when they come through our area. Zoning revisions are result of State requirements municipalities must now adopt as part of zoning standards. Ms. Dindinger clarified that properties would still need to meet other existing standards such as Critical Area requirements in addition to any new standards enacted by the proposed ordinance. 7.
