QUEENSTOWT\ COMMTSSTONERS

March 22,2023 PRESENT: President Al Hardee, Commissioner Tom Willis, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Attorney Lyndsey Ryan

REGULAR MEETING CALLED TO ORDER AT 6:00 PM

GIIESTS - Town Engineer Bob Rauch - Wheatlands/Outlet Infrastructure Update Mr. Rauch informed that Outlet Center owners would like easements provided for all on-site sanitary and water mains including hydrants at the Outlet Center. Ms. Ryan has drafted a PWA amendment to include the lines for consideration. Mr. Rauch stated he is ok with proposal as would provide redundancy in system in case of future need. Any agreement would be subject to testing of all lines

showing agreeable conditions to Town. A meeting will be scheduled to discuss/review and potentially approve an agreement.

PT]BLIC WORKS

o Chlorine pump used for cleaning at plant failed. Operator got it working temporarily. Ordered two pumps- I to replace current, 1 for spare on hand.

o Recent work done to compactor at plant only took 3 days vs. 5 anticipated. $3,240 will be credited back to Town for difference in labor costs pre-paid for.

o Outlets unable to budget for 50%o share of water tower pow€r washing this year. May possibly spread out over 2024/2025. Will discuss further during budgeting process.

PLANNING COMMISSION (no updates)

FINAI{CE COMMITTEE

r Finance Chair Pat Bowell currently reviewing Comcast franchise agreement. Will follow up with any updates.

CODE ENFORCEMENT

o Bi-weekly reports will now be submitted to the office. Currently a few untagged vehicle violations being followed up on.

HARBORMASTER (no updates)

EVENTS COMMITTEE

o Committee member Becky Booth discussed idea of setting up temporary electric once per year for events instead of multiple times. Commissioners informed due to lines and set up would not be possible as would be unsafe to leave in place. Also discussed yearly budget- ok if Bvents Committee is slightly over budget? Commissioners agree minor amounts over budget is ok.

Correspondence/Requests/Info - Sent and Received BOA members current terms expired end of February. All are willing to continue serving.

TOWI\I MANAGER T]PDATES

o Price list obtained for materials for Town Offrce repairs- Town order materials and sub out labor or have contractor provide materials and labor? Commissioners fine with providing materials.

Ms. Moore will work on getting bids.

o Proposal for sidewalk repairs from Horney Masonry- $2,100. Includes rebasing 10-12 ft area, resetting bricks, installing polymeric sand, new edging. Commissioners wish to get 2 more estimates before deciding how to proceed.

INFRASTRUCTURE

Rauch estimates new estimate will be l0o/o increase over last estimate given. States Old Wharf Lane sewer line replacement is top priority. Ms. Moore will get firm estimate from Rauch for next meeting.

2. New Water Tower & Infrastructure Project

James Cook with Rauch working on completing ER for tower maintenance project. Response received during tribal reviedresponse process requesting additional info. Once response received, will submit to USDA for review.

Wall St. Water Line Replacement 5 Bids received- Middleton's Construction was low bidder at $25,709.00. Met all requirements.

Followed up with all refere,nces provided- say small company/crew, does good work with project tJpe.

MARINE PROJECTS

1.

Boat Ramp Improvements Travis with Rauch to meet with engineer regarding possible floating dock and provide dates to meet on site.

2.

Town Dock Proiects Custom Borders & Edging coming out to work on ladder/bench relocation and other items.

Working on price for improvements to existing ladder installations. Town believes should not be responsible for cost of additional ladder install improvement- will discuss with Rauch. Travis working on paving bid. Will get estimates for 3 options to bid: 2" miUoverlay, full depth milVoverlay, somewhere in between. Can then decide which option to bid out.

PUBLIC COMMENT

o Stefanie Takacs - Concerns with speeding in Town in light of recent accident at Town Office.

Can traffic safety study be done? Witling to help with process if needed. Speeding an issue with participants leaving church property on Maryland Ave. at night among other areas.

-Commissioners informed they are limited in options concerning state highways however a meeting has been scheduled with SHA to discuss issues along Main St. & Del Rhodes Ave. and any solutions available.

o Becky Booth - Discussed concerns with parking during msetings held al church- participants parking on sidewalks blocking thern. Ms. Moore will contact church officials to inform that sidewalks must be kept clear and remind to avoid speeding in town and avoid littering around church as well.
