The Queenstown Commissioners held a special meeting on March 18, 2026 to review draft documents for possible Zoning Ordinance and Town Code amendments, a draft long-term rental ordinance and resolution, a draft Investment Policy, and state requirements under the Brighter Tomorrow Act. Commissioners and Town Assistant Attorney Jen Dindinger discussed proposed Accessory Dwelling Unit language (including whether private covenants can be overruled and whether the draft’s 4-foot side/rear setback is required) and confirmed the ordinance references compliance with existing Critical Area laws; Dindinger will research the 4-foot setback question and covenant issues. On long-term rentals Dindinger advised the town cannot charge a duplicate license fee when a property transfers during a paid license period, and she will review state law on whether inspections can be optional and whether the town may collect household occupant counts for license applications. The draft Investment Policy was noted to be required by state law and met diversification standards with no commissioner changes, and Dindinger will send a final draft; proposed revisions to the zoning Table of Height, Area, and Bulk drew no changes and will be put into ordinance form. A copy of the Brighter Tomorrow Act requirement for automated solar permitting software was provided and Town Manager Amy Moore will contact other towns about implementation; the meeting adjourned at 2:03 p.m. by a 3-0-0 vote.

QUEENSTOWN COMMISSIONERS SPECIAL MEETING March 18,2026 PRESENT: President Al Hardee, Commissioners Bryon Callahan & Jim Watzin, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Assistant Attorney Jen Dindinger SPECIAL MEETING CALLBD TO ORDER AT 12:3OPM The purpose ofthe meeting was to review and discuss draft documents related to possible ZoningOrdinance and Town Code amendments, as well as new/updated policy. Proposed revisions to the Zoning Ordinance related to Accessory Dwelling Units o Draft Ordinance provided for review. Pres. Hardee questioned if new State requirements can overrule private community covenants. Ms. Dindinger informed existing covenants have to conform with any new laws whether Federal/State/Local. Also questioned if ordinance conflicts with Critical Area laws. Informed ordinance contains language stating standards must still comply with all current Critical Area laws. Comm. Watzin questioned the no more than 4ft side/rear setback standard in the ordinance- reason why? Can be changed? Ms. Dindinger believes so, will look into if 4ft standard required. Watzin questioned license fee- can fee be collected from new owner of rental property be collected if previous owner paid the fee and the transfer occurs during the license year a fee was already paid? Ms. Dindinger informed it cannot as there would need to be justification for collecting duplicate fees for the same license period as the license is for the property and not the property owner. Comm. Callahan stated his opinion that he is not in favor of inspection requirements for rental properties- is that required as part of the license legislation? Instead have as Town reserving the right to inspect but not required? Also inquired if town can collect information on how many occupants are in a household as part of the license application? Ms. Dindinger will look into State laws for clarification on both questions. Draft Investment Policy o Draft Policy provided for review. Ms. Dindinger informed State law requires towns to adopt investment policy. Policy must meet certain standards regarding investment portfolio diversification. No changes noted by Commissioners. Ms. Dindinger will send final draft. Proposed revisions to the Zoning Ordinance related to $95 Table of Height, Area, and Bulk Requirements o Draft ZoningOrdinance Revisions provided for review. No changes noted by Commissioners. Ms. Dindinger will put into draft ordinance form and send for review. Review state law on the Brighter Tomorrow Act . Copy of State Law requiring adoption of automated solar permitting software provided for review. Comm. Callahan questioned what other towns in the county are doing to implement it?
