The Queenstown Commissioners met Feb. 7, 2023; meeting called to order at 4:15 PM with President Al Hardee, Commissioner Bryon Callahan, Town Manager Amy Moore, Town Clerk Aaron Horney, and Town Attorney Lyndsey Ryan present. Public works reported contractor estimates for Old Wharf Lane water line leak repairs ($11,607; $13,200; $20,878), completed Steamboat Village overflow parking and Thompson Ave shoulder work, pending compactor/drum screen repairs, a $400 quote to remove a dead tree at Comegys Ln & Main St, and coordination about a blocked water-tower hatch and sidewalk/drain quotes. Infrastructure items included three proposed Rauch engineering amendment costs for the New Water Tower & Infrastructure Project ($58,155; $6,450; $9,500) to be reviewed by Moore and Ryan, the Wall St. water line replacement put out to bid (bids due March 10), and cancellation of the Old Wharf Lane stormwater project. Other business: Planning Commission submitted Road Design Standards for adoption; code enforcement sent letters for two untagged-vehicle violations (remedy by 2/16) and the harbormaster sent a notice about a sunken boat (remedy by 2/20); Town Clerk reported fund balances (General $318,726.44; Water/Sewer $91,949.48; ARPA $685,606.78) and that new playground equipment has arrived. QUEENSTOWN COMMISSIONERS February 7 12023 PRESENT: President Al Hardee, Commissioner Bryon Callatran, Town Manager Amy Moore, Town Clerk Aaron Horney, Town Attomey Lyndsey Ryan REGULAR MEETING CALLED TO ORDER AT 4:15 (Meeting start time delayed due to technical dfficulties with Zoom) PUBLIC WORKS o Estimates received from Steve Roberson Plumbing($I1,607.00), J.W. Shepherd Plumbing($13,200.00) and Lindy Jones($20,878.00) for repairs to Old Wharf Lane water line leaks. Commissioners will review. o Lane Cole met with Martins Excavation regarding cutting shoreline gftlsses at the plant. Martins provided an estimate and price list. Work previously done by John English in recent years. Will review with Pat Bowell to determine exact areas needed to be cut. Will also get another price. o Steamboat Village overflow parking lot complete. Shoulders on Thompson Ave. also upgraded. o Plant compactor parts in. Waiting on Parkson to install. Once complete, Susquehanna will replace the drum screen. o Dead/dying tree on corner of Comegys La. & Main St. Causing visual impairment for drivers on Comegys. Lees Tree Service quote - $400 to remove tree. o T-Mobile moved equipment blocking hatch on Outlets water tower. Veolia scheduling wash out as was postponed due to blockage of hatch. Will discuss with Susquehanna best time to schedule. o Sidewalk contractors contacted regarding work on Olde Point Lane drain work. Waiting for them to review area to provide quotes. PLAIINING COMMISSION o Submitted Road Design Standards for review by Commissioners- recommending adoption of certain or all sections of their Standard Specifications and Details for Public Works Construction which covers roads, sidewalks, water/sewer, stormwater, etc. FINANCE COMMITTEE (no updates) CODE ENFORCEMENT o 2 residences with untagged vehicle violations. Letters sent to property owners- remedy by 2116. o Ms. Ryan informed she is looking into how to proceed with one untagged violation where owner on record ofproperty is deceased. HARBORMASTER o Sunken boat at dock area. Letter sent to owner of vessel. Must remedy by 2120. EVENTS COMMITTEE o Meeting scheduled for 2116 at 6pm at Town Office. Ms. Moore will attend. TOWI\ CLERK l. Treasurers/X'inance Report General Fund: $318,726.44 Water/Sewer Fund: $91,949.48 ARPA Fund: $685,606.78 2. Minutes o January 25,2023 (Regular meeting) 3. CorrespondencelRequests/Info - Sent and Received o Metro Recreation informed playground equipment is in and work on playground will begin once weather allows. TOWIT MANAGER UPDATES o Ta>( set offmeeting with QAC on April I l. Town will have review with county staffand COG at the March COG meeting. OLD BUSINESS INF'RASTRUCTURE 1. I & I Project (no updates) 2. New Water Tower & Infrastructure Project o Three amendments to Engineer agreement for project submitted by Rauch. Water System Improvements Amendment 1 addresses additional design service for ground tank, Friel Rd. water main, and US 50 water main crossing. Cost- $58,155.00 Water System Improvement Amendment 2 addresses bidding issuance/advertisement and bidder coordination for project, and modification of EJCDC bidding docs/contract docs, design doc revision and scope preparation for water tower repair. Cost- $6,450.00. PER/ER Additional Contract Work Amendment I addresses updating water system data, project costs, PER, project scope, water main configuration. Cost- $9,500.00. Commissioners agree to have Ms. Moore and Ms. Ryan review and discuss further before making any decisions. 3. Wall St. Water Tower Maintenance (no updates) 4. Old Wharf Lane -Stormwater (project cancelled-removefrom agenda) 5. Wall St. Water Line Replacement o Project put out to bid. Bids due by March 10. MARINE PROJECTS 1. Boat Ramp Improvements o Contacted Big Island regarding price for installing pilings- waiting for response. 2. Town Dock Projects o Remaining grant firnding $137,095.49. Additional woodwork, electrical and paving would use grant frrnding. Stringers looking worn. Electrical work is needed- add to Custom Boarders contract or bid out? Commissioners agree to add to contract and have work done now and begin getting bid package ready for paving work 3. Federal Channel Dredging o Ms. Moore will follow up with DNR rep. Isaac Wilding for any updates. POLICY - 1. Water/Sewer Connections Code - Proposed Clarifications & Revisions o Currently under review. 2. Breezeline (Atlantic Broadband) RenewaUOptions o Ms. Ryan currently reviewing. 3. ORDINANCE NO. 22.06 AN ORDINANCE OF THE TOWN OF QUEENSTOWN TO AMEND ARTICLE IV, PART III OF THE QUEENSTOWN ZONING ORDINANCE TITLED, "CRITICAL AREA OVERLAY DISTRICT'' TO COMPLY WITH AMENDMENTS TO THE NATURAL RESOURCES ARTICLE (Introduced 9/13/22 - waitingfor Critical Area Review) o Ms. Ryan made minor text amendments suggested by CA and sent for their review. Should be ready to schedule for public hearing by next meeting. DEVELOPMENT PROJECTS 1. Wheatland's Project o Draft PWA provided by Ms. Ryan last week. Commissioners agree to review further and discuss at future meeting. OTHER. 1. Speeding On Main St (no updates) NEW BUSINESS . Pres. Hardee made a statement recognizing Mr. Ralph Kirchner, who recently passed away. Mr. Kirchner was a past recipient of the Queenstown Community Award in 2018 for his volunteer service to the Town. Pres. Hardee stated that Mr. Kirchner was a great friend to the Town. a ATTORNEY UPDATES (no updates) PUBLIC COMMENT o Lane Cole- Regarding cutting the shoreline grass at the plant, Mr. Cole stated he can get a price to do the same area that John English did in the past, which is less than area stated on current Martins estimate. Will have ready for commissioners as soon as possible as needed before nesting season coming up soon. Town procurement policies. Callahan second. VOTE: 2 alte - 0 nalt.
