These are the minutes of the Queenstown Town Commissioners regular meeting on January 25, 2023. Public works updates noted the wastewater compactor is operating marginally and awaiting Parkson parts, while new screen parts have arrived and Susquehanna will install after the compactor work; the compactor is being run continuously in hand mode to prevent overflow. QUEENSTOWT\ COMMTSSTONERS January 2512023 PRESENT: President Al Hardee, Commissioner Bryon Callahan, Commissioner Tom Willis, and Town ManagerAmy Moore REGULAR MEETING CALLED TO ORDER AT 6:00 PM PUBLIC WORKS o Ms. Moore provided an update on the screen and compactor. Waiting on install of the compactor parts by Parkson. Screen parts have arrived, and Susquehanna will install after compactor completed. Operation of compactor is marginal and being run continuously in hand mode to prevent overflow. Not capable of handling additional loading the new screen would place on the unit. o In order to comply with procurement ordinance, obtaining two additional quotes for water line repairs on Old Wharf Lane, to include running a new water line and abandoning old line. Should have for next meeting. o Discussion on ditch at 112 Melvin Ave. Originally was a swale, but was hand dug out some time ago. Both property owner and town public works staffdeny digging out. The property owner had concerns that his rocks were removed from ditch. Town staff removed rocks from culvert pipe opening, as they were blocking flow of water, but left them on site. Water currently flows through the ditch sufficiently. Property owner would like ditch replaced to original swale as difficult to walk over. Commissioners are inclined to leave as is but will check it out before making final decision. o Received quote from Utility Service Co (Veolia) to pressure wash the Outlets tower at cost of $5,933. Payment could be made over 2-year period if opted. Price was solicited due to inquiry by Outlets. Next exterior painting of tower expected to be in 2028-2029. Pressure washing is not part of annual contract and while not aesthetically pleasing, the dirt and mold are not affecting the coating. Commissioners agreed that if Outlets would . pay half of the cost, they would approve the quote and have the work scheduled. o Contacting concrete contractors to provide quotes on concrete work needed at Olde Point. Lane stormdrain. o Commissioner Callahan provided pictures of clam shells that were dumped overboard at the Second Ave. dock. When slips were dredged last year, contractor advised there were a lot of clam shells at that time and advised that continued overboard disposal would fill in the areas rather quickly. Commissioners agreed to send a letter to all slip renters asking them to dispose of clam shells out in the creek or use the dumpster at the dock. Staff to check if a letter related to this same matter was sent out previously. PLAI\NING COMMISSION o No updates FINAI\ICE COMMITTEE o Pat Bowell advised she is reviewing the recently received Breezeline Franchise Agreement. Staffto send copy to town attorney for review and comment as well. Initial review shows an increase of 3o/o for cable services only - no internet. They would also want town to pay for cable now, where it has always been provided to Town Office at no cost. CODE ENFORCEMENT o No update IIARBORMASTER o No update EVENTS COMMITTEE o Ms. Moore has contacted members to schedule a February meeting. No date confirmed at this time. TOW\ CLERK 1. Minutes o January 10,2023 (Regularmeeting) TOWI\ MANAGER UPDATES o Eastern Shore Association of Municipalities (ESAM) Legislative dinner/meeting scheduled for Tuesday, ll3ll23. Commissioner Willis, Mr. Horney and Ms. Moore to attend. o Maryland Municipal League (MML) conference June 25-28. Commissioners Callahan and Hardee unable to attend. . QA County Garden Club Tour on May 13,2023, will include tours of the Queenstown Colonial Courthouse and Bowlingly. Tickets will be sold from the Town Office that day. OLD BUSINESS ITEMS INFRASTRUCTURE l. I&IProject o New funding request submitted to MDE for $8,238,227 as last application denied. 2. New Water Tower & Infrastructure Project . lnquiry about status of entrance permit. Ms. Moore to check with Rauch on status. 3. Wall St. Water Tower Maintenance (no updates) 4. Old Wharf Lane -Stormwater o Commissioners have looked over the area in question during recent rains and feel that there is no significant problem. They opted to not do anything with the stormwater ditch at this time. 5. Wall St. Water Line Replacement o RFP is complete and town ready to begin advertising. MARINE PROJECTS 1. Boat Ramp Improvements o Staff to obtain cost of driving pilings 2. Town Dock Projects o Ms. Moore working with engineer to set up a walkthrough to establish substantial completed, discuss additional work/price, and have the ladder/bench discussion that affects Slip #10. 3. Federal Channel Dredging (no updates) POLICY 1. Water/Sewer Connections Code - Proposed Clarilications & Revisions o Ms. Moore still reviewing. 2. ORDINAIICE NO. 22.06 AN ORDINANCE OF THE TOWN OF QUEENSTOWN TO AMEND ARTICLE rV, PART III OF THE QUEENSTOWN ZONING ORDINANCE TITLED, "CRITICAL AREA OVERLAY DISTRICT'' TO COMPLY WITH AMENDMENTS TO THE NATURAL RESOURCES ARTICLE (Introduced 9/1 3/22) o Revised by Ms. Ryan and Town Planner in response to comments from CAC review. Sent revised version back to CAC for review. Waiting for response. DEVELOPMENT PROJECTS 1. Wheatland's Project o Town attorney and Town engineer met to discuss PWA and are working on revisions based on that meeting. Should have draft to Commissioners week of 0l/30123. o Rauch staff completed the water model that the Outlets requested with data they need before making a final decision on relinquishing ownership of the mains. Bob Rauch is reviewing and will send information to Outlets by end of the week. OTHER 1.
